Empirical Research On The Efficiency Of The Financial Support For Agriculture

This paper researches on the efficiency of the financial support for agriculture in the background of Policy of "Agriculture, Countryside, and Farmer". From the size, structure and efficiency of the use of funds in turn, the paper analysis empirically the existing problems of the Chinese government agricultural expenditure, and the reasons of low efficiency in recent years, then presents solutions and proposals to improve the efficiency of the financial support, to speed up the pace of building new rural areas and promote modernization process.The whole paper includes four parts. The first part is "the evaluation system of the efficiency of the government agricultural expenditure". This part principally explains the basic conception of the government agricultural expenditure, the evaluation criteria and the evaluation methodology. It also provides the application principle for the following empirical research. The second part is "the rationality of the government agricultural expenditure". This part discusses the rationality of both scale and structure. On the basis of the most rational government agricultural expenditure scale and structure which is figured out through the empirical research, conclusion can be drawn that the agricultural expenditure scale has a slow increase and the structure has a deviation compared with the current expenditure situation. The third part is "the analysis of the financial expenditure efficiency". This part evaluates the efficiency of the financial expenditure through the analysis of the ratio of the added value of agriculture/government agricultural expenditure (the coefficient of performance). And the reason of the financial expenditure inefficiency is also be minutely dissected. The fourth part is "the way to improve the financial expenditure efficiency". This part presents the measures to improve the expenditure efficiency in the period of new rural area construction bases on the theory and the empirical analysis above, including how to increase the agricultural expenditure through multiple channels, how to optimize the structure of agricultural expenditure and how to improve the system of the agricultural fund administration so as to display optimum utility.
