Transforming of research institutes into enterprises is a significant strategic decision of our Party and State to comprehensively improve the scientific and technique innovation capability and market competitiveness of China. With the continuous development of the scientific and technique system reform in China, enterprises will gradually become the main power of technique innovation system, and scientific research institutions of technological development type will surely transform into enterprises within some time. The main body of human resource in scientific and technique institutes is intellectual employees, who, as the creator and owner of technique, play significant role in the institutes. Therefore, in the process of market competition and gradually promoting enterprise management, the institutes should not only provide excellent environment for cultivation and operation of intellectual employees, but also inspire them to actively innovate and work hard, continuously improve work efficiency, so as to enable the institutes to win competitive advantages in transformation, gradually establish an incentive mechanism which can collecting talents and encourage them to stay and work well in the institutes, improve the cohesion and competitiveness of institutes as a whole.This study, taking the transformation environment faced by Shandong Agricultural Machinery Research Institute (SDNJS hereafter) as the background, the incentive mechanism of SDNJS to intellectual employees as the target, investigates the incentive status of SDNJS to intellectual employees from such two aspects as importance and satisfaction by questionnaire. By the ways of factor analysis, reliability analysis, narrative analysis and variance analysis, it studies the incentive status of SDNJS to intellectual employees in the environment of transformation and in the process of promoting transformation to enterprises, finds the problems, carries out deep and meticulous analysis, diagnoses the causes and put forward solutions. The following conclusion is drawn after analysis:Viewing the problem of low satisfaction of intellectual employees in SDNJS, effective measures should be taken to increase satisfaction of employees according to their characteristics of different incentive factors and different background diversity. As to the problem of incentive factors producing different incentive effect to intellectual employees of different background diversity, flexible incentive measures should be taken based on the need of different employees and corresponding incentive should be provided, so as to acquire excellent incentive results. Employees pay much attention to incentive factors and material factors which are not so competitive, and the market competitiveness of salary is quite low, to this problem, proper distribution way suitable to the specific conditions of SDNJS should be selected, meanwhile work check-up should be done well, and check-up results should be combined closely to salary, at the same time transparency of salary should be increased to make sure the salary incentive is fair. Another problem is employees are not satisfied with self-actualization, to this, a united, progressive, creative and fair cultural environment should be created. Awareness of crisis of intellectual employees should be further strengthened, a fair, reasonable and effective competitive mechanism should be set up to provide the intellectual employees a stage to show up themselves, helping them to realize their value. The problem of lack of plan to professional career of intellectual employees, the plan should be conducted together with training to them.The creative point of this study is: study is carried out to the incentive problem of intellectual employees based on the external environment of systematic transformation; samples are investigated by two dimensions which are importance and satisfaction, and incentive effect is decided together by importance and satisfaction; the application of tactics in the conclusion makes the countermeasures and suggestions more target-oriented.
