To further push forward development-oriented scientific research institutes into market, about ten thousand scientific research institutes have undergone systematic transformation since the late 1980s in China. A number of scientific research institutes have undergone transformation since 242 national scientific research institutes t transformed system in 1999, a lot of which are transformed scientific and technological enterprises, scientific and technological talents are the key factor of their innovation and achievement transformation. However, with the characteristic of institutional unit and delayed human resource management system, these enterprises can not satisfy the new needs of their development. To establish scientific and effective talent-incentive system and activate people's activeness, passion and innovativeness to the largest extent, is the problem needs to be solved in these scientific research institutes.With Chongqing X scientific research institute as example, the thesis finds conspicuous contradictions and problems in it through analysis of current incentive strategy for scientific talents and questionnaire survey research. And the thesis puts forward the concept multi-hierarchical and multi-formed scientific and systematic incentive strategy for scientific talents in scientific research institute should be established, based on our national condition and actual situation in X scientific research institute. Finally the thesis designs perfect incentive strategy for scientific talents in Chongqing X scientific research institutes from the aspects of scientific and reasonable salary and welfare system,humanized mental motivation and development incentive which boosts the realization of self value. The activeness,initiative and creativity of scientific talents can be harmonized and unified through scientific and moderate incentive.The case in the thesis——Chongqing X scientific research institute as the typical example of scientific and technological enterprise transformed from technology- developing scientific enterprise. Based on its analysis and study, an incentive strategy with universal guiding significance in China's transformed scientific research institute is obtained, which can provide beneficial reference for developing and managing human resource and scientific talents in similar scientific research institute.
