Process Improvement Study Of A Quality Inspection Organization In Shandong Province

Product quality inspection organizations are the important technique warranty of quality and technique supervision. They are public services established and developed during planned economy period in China, playing significant role and providing technique support for comprehensive management execution and enforcing administrative laws of quality and technique supervision system.But since China entering WTO and with the deepening of reform of economic system and scientific research system, the problems existing in product quality inspection system and the exposed contradictions become increasingly obvious: lack of system and capability for self-development, the organization is set up by governmental departments, over dependant on government, poor capability and weak intent for making good play of their technique superiorities and potential energy, poor capability and weak intent for facing the market and serving for society.To make full play of the function of product quality inspection organizations, let them be capable for their roie in the new era, innovation must be conducted to the organization structure and business process of the organizations in the principle of guided by the process, guided by customers, simplified, integrated and efficient, plans feasible, to make them suitable for the socialism market economy.In this paper, the necessity for enforcing macroscopic quality management and quality supervision in market economy environment and the necessity for innovation of process in quality inspection organizations in China is analyzed, the necessity for establishing high-efficient, smooth business process flow for quality inspection organizations in market economy is proposed. The basic definition of quality management and relative theory of business flow are discussed, operation status of domestic and overseas quality inspection organizations as well as the existing problems in Chinese organizations are analyzed. By description to the general conditions, organizational mechanism and its function in a quality inspection organization in China, by the introduction and analysis to its inspection process, the problems existing in the organizational mechanism and business process are pointed out, the reasons are analyzed. The basic consideration, integral plan and basic principle for innovation is put forward, study on measures for innovation plan of organizational mechanism and inspection process is carried out.
