With the strategic human resource management time arriving, staff training and development plays an important role on enhancing the quality of staff and strengthening the enterprise's core competitiveness. In China, staff training and development has gradually become an important component of human resources management. However, staff training is just in its beginning stage. There is still much to be desired.TLT company is a foreign trade company established in 1997. This thesis takes it as object of study, describes the problems in training and development undertaken by the HR department, then discovers various inadequacies. Either training plan, training needs analysis or training evaluation is very weak, which did not meet the demand of the strategic reserve personnel and greatly restrained the company's sustainable development and expansion and blocked the strategy implementation as well.Therefore, this thesis gets help from modern training and development ideas, theories and methods, including model of ISD, model of Needs Assessment, Adult learning theory and four-level framework, to find out the causes of those problems. This thesis proposes to re-define the function of training and development. It points out that integrated with the corporate strategic objectives and staff development, training could be more targeted and meaningful. Meanwhile, with the improvement of training and development, encouraged employees would able to meet and promote the development of the organization, which provides theoretical and practical values in private enterprise staff training and development.
