Study On The Problems And Countermeasures In Natural Forest Protection Project Construction In Shaanxi Province

Implementation of the natural forest protection project is a strategic decision made by the Central government and the State Council. The project is to promote the rare opportunity of Forestry, marking the harvesting of forestry use ideas from cutting to planting, protecting. Protect natural resources is not only be important to ecological construction in our province, but also to the country's environment.Natural forest protection project launched in 2000, which bring new opportunities, new hope to forest areas and forest industries. the forest area has now entered a new period of development. For decades, the CPC Central Committee and State Council attach great importance to the support of various departments under the Party committees and governments at all levels in the project area under the direct leadership. Natural Forest Protection Project has made gratifying achievements for the majority of forestry workers and forest areas make their joint efforts.Through the implementation of the ban on logging of natural forest resources, limited logging, carry out afforestation, aerial sowing and closing off, and to enhance management and protection of forest resources and so on, the ecological environment has improved significantly in project area , especially in the Yangtze River, Yellow River Basin ecosystem deterioration has been initially curbed. Protection of natural resources gains community's support and participation, environmental awareness has been enhanced, the project gains general concern of all circles at home and abroad, gains people's support since the implementation of the project. People's ecological awareness, forest protection, resource conservation awareness has been enhanced through decades'implementation. The project has achieved remarkable results, first, increase the effective restoration of forest resources, the second is strengthening the forest ecosystem function, third, increasing species richness, four is to maintain stability and unity of the forest, five forestry industries have been developed.Natural Forest Protection Project in late 2010 is to an end, engineering achievements for all to see, but construction problems should not be ignored. In order to further improve the protection of natural forests, this paper is based on investigation and analysis, use scientific classification and the inductive method, in access to a large number of documents, drawing others to research and conduct field surveys, based on the natural forest protection project over the years the practice of Forests research analysis, hoping to find out the main problems and countermeasures in natural forest protection project in Shaanxi Province.The results show that natural forest protection project in Shaanxi Province has main problems are (1) the young and middle forest tending is restricted by policy while prohibiting natural forest cutting ; (2) the implementation of programs and economic development of the existing non- adaptation; (3) great harm to plantation from outside : (4) the lack of grass-roots implementation of the unit personnel; (5) mixed forest plantation less than normal, and over a single tree species. In order to solve the above mentioned problems, the Natural Forest Protection Program must follow the construction. Continued implementation of the Natural Forest Protection Project is an urgent need for ecological construction, which is the consolidation of the results of the objective requirements. Natural Forest Protection Project Phase II construction of non core mission should be to focus and do the work of forest tending, to achieve the sustainable development of forest resources. The results of this study hoping do good to decision making.
