The essence of poverty is a kind of state in which certain or some demands of human beings can,t be satisfied in normal conditions. Ecological poverty is a main type of poverty. According to the aggregate GDP of Chinese provinces in 2005, Gansu Province has become one of the poorest provinces in the western area. In addition, Gansu Province is located in the joint of the three plateaus, and is the climate-varied sensitive area and the fragile ecological area, where there are many kinds of disasters with wide-affected area and a high proportion of occurrence. Therefore, the ecological poverty in Gansu Province resulted from that already has become the important issue that must be faced and solved in conducting the anti-poverty work and realizing the sustainable development.By applying documents, correlation analysis, comparison of time and space, integration of empirical analysis and standardization analysis and combination of qualitative analysis and quantitative analysis, and based on the related conception of ecological poverty and the studying process and progress at home and abroad, this thesis analyzed the current situation and causes of ecological poverty in Gansu Province, and studied the correlationship between fragile ecological environment and poverty distribution in Gansu Province, and the results were as follows: Firstly, the population of ecological poverty mainly distributed in Longzhong Loess Plateau in Gansu Province; Secondly, the causes of resulting in ecological poverty in Gansu Province included natural, human and historical reasons, and the natural reason was the potential condition that the ecological poverty appeared and developed, and the other two factors were important external factors leading to the ecological poverty there; Thirdly, there existed correlationship between fragile ecological environment and poverty distribution in Gansu Province, and the proportion of poverty-stricken counties in fragile ecological area taking up poverty-stricken counties and fragile eco-environmental counties in the province were separately 52.14% and 66.15%, and the correlationship between them was different in different areas, and main factors affecting it concluded the natural ecological environment, level of economic development, human pressure on the environment and traffic and information conditions.On the basis of those results, some measures were put forward to relieve the ecological poverty in Gansu Province, they were: firstly, increasing financial support to ecological engineering and constructing a multi-molds ecological financing system; secondly, continuing to promote the projects of returning farmland to forests and grasslands and planting trees and grass, and speeding up the steps of reconstruction and recovery of eco-environment; thirdly, actively adopting effective water-saving measures and building water-saving society; fourthly, comprehensively relieving the human pressure on the ecological environment; fifthly, speeding up the adjustment of industrial structure, and promoting great economic development in Gansu Province.
