Research On Farmers’ Ability Building And Policy In The Process Of Taking Targeted Measures Anti-Poverty

Gansu is one of western provinces with minority areas and old revolutionary base areas and impoverished mountainous areas in China,its poverty problem restricts the development of their own for a long time.At present,how to more efficiently improve accuracy of expecting positive role and poverty reduction strategy in taking targeted measures to alleviate poverty is a problem needing to solve under the condition of slowing in poverty effecting and poverty alleviation.Rural poverty is a typical ability poverty in Gansu province.Based on the system summary knot poverty alleviation and development and ability construction,from the perspective of income levels,An analysis of the nature of poor farmers is based on field survey in Gansu province from cognitive ability,risk prevention ability,resource integration ability,information technology application ability,and ability of social participation,factors flow ability.At last,this paper puts forward ability building as the core of policy recommendations to slow the progress of the rural poverty in Gansu province.This thesis consists of six parts: Chapter I is the introduction,mainly including the background and implication of the research as well as the ways.Chapter Ⅱ is the necessary academic foundation,which reviewed related poverty alleviation theory and ability building theory at home and abroad.Chapter Ⅲ analyzes poverty alleviation and development measures,achievements and experience based on looking back the thought and practice of poverty alleviation and development in Gansu province since reforming and opening,which is significant for anti-poverty in future.At last,the paper summarizes the characteristics of the poverty alleviation policy evolution of Gansu province.Chapter Ⅳ concludes the new characteristics of the anti-poverty of the rural area of Gansu province in new stage,which concentrates on the interpretation of poverty.Meanwhile it discusses the nature of poverty as well as the ability of rural poverty in Gansu province’s external form.Chapter Ⅴ analyses quantitatively research on different income classes Farmers ability with comparing comprehensive development ability on farmers basing on the survey of 18 villages in Gansu province,then lead to general conclusion of poverty.Finally this paper puts forward some suggestions of capacity building about alleviate rural poverty in Gansu province.
