"Informal Employment"was first proposed by the International Labor Organization (ILO)."Informal Employment"was generally called the employment in the informal sectors or informal forms of organization in abroad. Generally speaking, Informal Employment is a kind of employment which is not registered, not taxed, and its workers in self-employment forms do not rely on government supports.Since 20th century 90's, with the deepening of economic reform and the restructuring of corporations continue to increase, the unemployment problem has become more prominent, it became one of the major problems which related with the economic development and social stability of China. Facing with the surging unemployed crowds, the traditional mode of employment has no enough spaces to contain them, there needs to find an effective way to alleviate the pressure of the current unemployed crowds. Informal Employment can effectively increase employment opportunities, alleviate the contradiction between the employment groups; it can promote the graduation of the industrial structure, absorbing a large number of migrant workers, and speed up the process of urbanization; it also opened up a way to increase revenue in order to enhance workers'standard of living that the Government could relieve the financial pressure and social burdens.This article was chosen the relevant data from"China Labor Statistical Yearbook"(2007, 2008) and gave a detailed analysis of the characteristics of Informal Employment in the town of China. With recognizing the problems during the developing period of Informal Employment in the town of China, some recommendations were given. This article is divided into six parts.The first part is introduction. Introduce the main topic of this article, the background and significance of Informal Employment, research methods and the structure of the framework of the article.The second part is the research basement. Define the concept of the Informal Sectors and Informal Employment; expounded the theory of Informal Employment both at domestic and abroad.The third part contains the development history periods and the present situations of Informal Employment, the reasons for the Informal Employment existing and developing. Focus on the analysis that the staff structure from 1980 to 2006 in Informal Sectors and Formal Sectors, and the contribution rate of Informal Employment. From those, give the present characters of Informal Employment in the town of China.The fourth part is a number of existing problems and constraints of Informal Employment in the town of China. The concept of Informal Employment in our society has not yet been fully recognized and accepted; the management of Informal Employment is non-standard; workers in Informal Employment sectors have no legitimate rights and their interests do not be protected fully ; defect conditions of Informal Employment itself.The fifth part is putting forward the corresponding countermeasures for Informal Employment problems. To change the traditional concept of employment; work out the supporting policies to strengthen the management of Informal Employment; strengthen the career guidance and skills training guidance; to protect the legitimate rights of the workers in Informal Employment Sectors; to coordinate the relationships between the Informal Employment and Formal Employment for speeding up the transformation of employment. The sixth part is the concluding.
