Human history is always inseparable from the invention of new instruments . Each revolutionary instrument has or will lead to a whole adjustment of the industrial structure of the society, changes life status and redistribution of wealth. Internet is regarded as a revolutionary instrument and as famous and efficient as the lamp and steam engine , and leads to the emergence of the network economy . The network economy has fundamentally altered the traditional mode of trade, accelerated the process of economic globalization. This paper, on the basis of the study of network economy development of some representative nations, puts forward some strategies and recommendations to develop network economy in economical and high-speed and healthy way in our country, and to change the network economy into a real opportunity for China to catch up with developed countries.In order to deeply analyze the law and features of the development of network economy, first of all , basic analyses on the connotation and composition and characteristics of the network economy are necessary. In this paper, the connotation of the network economy is defined as: Network economy is that, because IT technology is used in every part of the social and economic life, and provides fast and cheap unified platform for the transmitting and processing of economic information, and makes more and more economic activities are set up on the internet, and network reaches all aspects of social economy and changes not only people's behavior but also the mode of production of society as a whole. This new economic form formed on the basis of network is called as network economy. Network economy is divided into four components: network infrastructure, network basic applications, network intermediary services, network business. With the core of knowledge and compared with the traditional economy, the network economy has significantly different characteristics including directness, quickness, permeability, the external economy, sustainability and globality.From a global perspective, the network economy development is a gradual process and can generally be divided into five stages: 1) some people of the computer industry enter into Internet to collect information and send or receive e-mails; 2) the number of Internet users increases greatly, and advertisers and traders begin to join; 3) the number of netizens increases sharply, and the development of specific e-business starts; 4) electronic services transform traditional industries comprehensively; 5) global economic integration and informationization become reality. Based on such a theoretical foundation, this article selected some representative countries of different development stages of network economy to explore their successful experiences. The United States has entered the fourth stage. China is still at the second half of second stage and is going to enter the third stage. Thus, study the successful experience of the second and third stages is more significant and practical to the development of China's network economy.This article discusses in Chapter III the experience of network economy in developed countries. In the developed countries led by the United States the network economy has become one of pillar industries. Solid foundation in traditional economy has provided material support, personnel support and marketing support for the development of the network economy, and the network economy has continued its penetration to the traditional economy providing a broader space for development of the traditional economy.Strong development of the network economy in developed countries benefits the strong support from the government, and the measures taken include the following aspects: First, focus cultivation and introduction of IT talents, strengthen education investment, use a variety of ways to introduce talents from other countries , raise personnel training and introduction to the height of national strategy ; second, emphasize information infrastructure and basic information research, begin government investment beforehand in the"National Information Infrastructure(NII)"projects , and private companies share the rest in competition way under the support from government policy; third, break regional boundaries, and promote global cooperation.Chapter IV studies the network economy development in those new industrialized nations. These new countries are able to catch up, the main reasons are: first, the government attaches importance to development of the network economy ; second, improve the environment further for the development of network economy, and promote the development and improvement of electronic business law system; third, the policy is in line with national conditions, the selection of model suit their own information industry development, namely comprehensive introduction consists of follow, imitation and innovation.Chapter V examines the experience of the network economy development in developing countries. While there are considerable differences between developing countries and developed countries in technology, all countries in the information revolution firmly grasp this opportunity, format rear advantages, develop national economy by leaps and bounds through great developing the network economy . The measures taken are as follows: first, increase input in network technology, spread computer and internet in primary school; second, build a "Silicon Valley" to develop the software industry and cultivate their own advanced technical personnel; third, provide a range of privilege conditions to retain talents and attract talented people to return home from abroad.The final chapter delivers a simple summary on the successful experience of foreign network economy, strategic consider- ation for develop our country's network economy, eight strategic measures to promote our country's network economy.
