With this paper, the Author explores solutions to the modernization of China's agriculture, rural industrial restructuring and increase farmers income, in order to assist to provide with advice and information for the government decision on problems in the rural areas, development of rural enterprise when making planning objectives.The full text is divided into five parts. The first is analysis of the concept and content of network technology, and secondly from the classical economics, Institutional Economics and network economics perspective, making analysis of network technology progress to the rural economic impact. With gray correlation analysis and empirical research, the paper explores combined effects from the network technology to China's rural economic development. The full text of the major research and the findings are as follows:1. A systematic analysis is done for the implication of network technology and network technology progress, and after the analysis of principles of economics, technological progress which is indicated on economic development plays an important role in promoting, furthermore, pointing out the significance for the network technology to promote the progress of China's rural economic.2. To introduce the concept of the network economy, through analysis that the network economy plays strengthened role on the elements of economic growth, the saving of basic economic resources, the pushing-over for the national economy and promotion on the economic structure optimized, as for further corroboration of network technology for China's rural economic development.3. After referring to a large amount of information, consulting experts, following the evaluation of agricultural informationlizaiton indexes, the rate of cable into the village, the rate of broadband households, the rate of 100 computer ownership, and so on the main eight indexes are established to build up the network development evaluation model and from the system point of view, the average pure income, the proportion of non-farming income, Engel's coefficient and the proportion of non-agricultural employees are established to build up rural economic development evaluation model.4. According to the construction of the network development evaluation model and rural economic development evaluation model, the gray relational analysis is made for the indexes which show that farmer's income, national economic development planning and adjustment of the industrial structure, rural infrastructure, the level of farmers education are affected by in rural economic development most significantly. A conclusion has been drawn that the network technology should be coordinated with the rural economic development.5.
