As an applied science, project management reflects the objective law of project operation and project management. This conclusion is drawn from practices and is also used to guide practices. Modern commercial project management aims to create final products and accomplish projects according to required quality standards within the agreed timeline and approved budget through the planning, organizing, control and coordination of the entire process of project construction activities.In China, after decades of experience in exploration, there have been relatively mature methods for the management of construction projects in accordance with their own characteristics. However, because China's project management level is relatively low, construction enterprises are just transformed from a planned economy model to a market economy model, contract management and cost management are applied relatively late and the construction projects are not fully managed in accordance with the project management model, many projects are faced with problems on funds, personnel, quality, progress and so on in the construction stage. The quality accidents, construction delays, cost overruns and other issues, especially major project quality accidents in the past two years, have not only brought great losses to the country and people's lives and property, but also resulted in adverse social impacts. The construction projects abroad are fully managed in full accordance with the model of modern project management. The foreign countries have established advanced widely-recognized international management model. There is a big gap between China's construction projects and overseas construction projects. With the acceleration of China's reform and opening up, the Chinese economy has closely connected with the global market and there are more and more multinational companies and cross-border projects in China. There have been more and more Chinese enterprises going out of China and making investment in overseas projects. At the same time, the internationalization of projects has become a trend and fashion. Especially after China's accession to the WTO, because China's trade barriers are declining, the domestic market becomes much more internationalized and the domestic and foreign markets have been fully integrated, foreign companies must make use of their advantaged in capital, technology, management, personnel, services, and so on to occupy Chinese market, especially the general project contracting market. In this paper, the aspects of cost and management will be discussed in detail.The purpose and meaning of the paper is to illustrate how to scientifically and effectively manage the engineering of real estate development projects with project management thought and in such a mode, and tries to solve some prominent problems in the current management of construction project. Combining domestic and overseas development background of project management with the practical situation of the current development and construction of real estate in our country, the paper takes Jinzhou Wishful Shopping Center as the study object, applies theories of project management, and use advanced experience of project management of international construction engineering to expound the details. It strives to set a successful model for management of real estate development project, and also provide some reference for general project management, which bears specific application value.Combining construction management practice of Jinzhou Wishful Shopping Center, the paper systematically expounds relevant project management theories and advanced experience of International modern construction management. It studies prominent problems existing in current project management from several aspects like definition of the management scope,organizational structure of project management, management and control of project progress,management and control of project quality, management and control of project cost, and that of project security etc, from which a simple,practicable and effective management model is summarized.The project involved in this paper is the first-phase engineering of Jinzhou Wishful Shopping Center, whose success or failure concerns the image of the whole Shidai Intemational project. Confronted with a large amount of engineering, a tight schedule and high requirements for management of the whole construction process, the attention has been paid on how to combine the international modern management theories with management practice,and how to integrate schedule management,quality management and cost management into a unity, instead of attending to one side while neglecting another. It is also the crux that shall be studied and solved in this paper.The innovation of this paper is the adoption of earned value theory. Besides the anticipated value and the actual value, the paper also adopts the concept of earned value. Project managers can make a decision on adjusting or controlling the costs according to the results from earn value analysis. By adopting the earned value, the project managers can take preventive measures beforehand to spend a small amount of prevention cost, but to make a significant reduction in the failure cost, and thus reduce the total quality cost via quality management activities. According to the best quality cost model, the quality prevention cost increases and the quality failure cost declines with the improvement of the construction quality. On the contrary, the quality prevention cost decreases and the quality failure cost raises with the lowering of the construction quality. However, the evaluation cost remains relatively stable no matter in what circumstances. The best quality cost will be achieved when the sum of the prevention cost, evaluation cost and failure cost is the minimum, and the level of construction quality will be the most suitable level of construction level. This is meaningful for the control of project costs.This paper articulates the management method which aims to achieve lasting success by demanding the organization to focus on quality and the staff to participate collectively, namely, to pursue the continuous satisfaction and benefits of customers, staff members and society. The keys are: the strong and sustained top management leadership and the carrying out of full education and training. The education should focus on professionalism, sense of ownership and cohesion. The training should focus on the knowledge and skills required by jobs. Total quality management is characterized by the transformation from the focus on post inspection and checking to the focus on prevention and improvement, and from managing results to managing factors. The quality management model aims to find out the factors affecting quality, seize the main contradiction, mobilize the participation by all staff members and departments and rely on theories, procedures and methods on scientific management, so as to make sure the entire process of production are under control. The total quality management model is to control and eliminate factors, links and portions which will affect the quality of products, to finish the project in high quality and on time, and to ensure the maximization of benefits by adopting modern management techniques and means and taking prior quality assurance measures.
