Public Finance Perspective Of Rural Social Security System Study

In recent years, there has been a great change in the social contradiction in China, which is marked by the widening of the gap between the rich and the poor, that between urban and rural area in particular, which is caused by the imbalance of income distribution. The rights and benefits of the disadvantaged group of farmers have been harmed to a comparatively great degree and they have not enjoyed the fruits of reform and development, though they have paid more costs for reform and development compared to other social levels. Thus, the most efficient and most pressing way to solve the abovementioned problem is to perfect the rural social security system in China.Guided by the views and approaches of dialectical materialism and historical materialism in Marxism, integrated with the research achievements and practice experiences of foreign and domestic social security theories, based on the investigation of the history of the rural social security system in China, the dissertation focuses on the relationship between public finance and the components of rural social security system in China. As a system to ensure fundamental living standard for farmers through offering economical assistance, the rural social security system shall be public product provided by the government. Then, public finance, as an economic act of the government, shall take an irreplaceable role in the construction of rural social security system.Through analysis of the current situation and problems and dissecting of the according causes, a conclusion has finally arrived in the dissertation. The chief cause of the lagging of the rural social security system in China is the vacancy of public finance, and the key to perfect rural social security system in China shall be exerting the role of public finance in the rural social security system appropriately. In the final part of the dissertation, the author puts forwards some measures and suggestions concerning perfecting the rural social security system in China, such as clarifying the responsibility of public finance for social security, exerting the positive role of public finance in the construction of the rural social security system, etc.
