A Study On The Chinese Rural Social Security Under The Framework Of Public Finance

China's "agriculture-countryside-farmer " issue is very complex, reflected in many ways, prominent among them was the rural social security issues. Compared with cities, rural social security have many probiems,such as low level, system reform lags behind, the coverage is narrow, "fragmented" management and lax oversight, not high participation of farmers, resulting in farmers not satisfied with the existing social security in rural areas. standard public finance system has not yet been established, the establishment of Public Finance Framework calls solution to the problem of rural social security, and rural social security problems plays a huge role in promoting reform of public finance systems. Therefore, the rural social security is an important subject for study, for agriculture and rural economic and social development of great significance. However, in the normative framework of public finance perspective, the literature of rural social security is very few,problems related to the deep analysis, rational design and the path of the institutional arrangements of the system is less. Therefore, this thesis in the specification based on the analysis, choose two cases, combined with rural social security development needs, build standard framework of public finance system, and research on rural social security, in order to compensate for the lack of research with a view of the rural social security development provide the theoretical basis for government policy to provide decision making of urban and rural social security in the connection between new conflicts that may arise to play early warning, historical and practical reasons for the complexity of the "three rural" issue is better resolved to play a role.The full text of 8chapters, divided into five levels:Chapter 1 is Introduction and literature review. From the farmer's needs and reflects the view, a serious shortage of supply of social security in rural areas, between urban and rural farmers a degree of dissatisfaction. Lack of co-ordination of social security measures in rural areas of sustainable design, management is decentralized, some lax regulatory measures, the effect is not good enough. New rural cooperative medical medicine prices are high and fairly sharp contradiction between the low, there are regional differences in rural social security. In-depth analysis, explore its causes, this paper argues, reform and opening up the reform of the social security system defects, as opposed to urban social security system reform, rural social security system reform has lagged, leading to the core issue of the low level of protection, the rural Social Security is in the public financial supply issues. The lack of supply of fiscal public goods is the root cause of rural social security problems at this stage,relating to financial support for rural social security necessity, feasibility and external effects, and many issues.Chapter 6,7 for the fourth level, reference in the analysis of the Nordic, UK, USA, Japan and Brazil and other representative countries and regions on the basis of the social security system is proposed to solve the problem of rural social security path design and institutional arrangements that the establishment of "full coverage" of social security objectives, focus on increasing the financial development of rural social security to support this critical measure, and proposed specific measures necessary and feasible:the establishment of urban residents and rural residents in the implementation of the national basic pension equal fund system, improve the rural pension insurance system, the phasing out rural residents, rural poverty alleviation through development, timely introduction of rural social security taxes, promote agricultural cooperation and economic organization, and enhance the accumulation capacity of the rural economy.Chapter 8 is the last level of the conclusion of the proposition summarizes, future research directions are suggested.
