Rural public products are one of key factors to influence agriculture, rural development and peasants' income, it's great significant for constructing new rural areas and developing modern agriculture to increase the effective supply of rural public products, which has been much concerned by our party and government. But there are many problems in the supply of rural public products in Hunan at present, among which the defects in the existing supply system of rural public products have been incompatible with the development of agriculture and rural areas in the new situation, and become the obstacle to restrict the improvement of supply efficiency of rural public products and the growth of agricultural economy. Therefore, further studying the present situation of supply and demand of rural public products, analysing the problems and defects in the existing supply system of rural public products, seeking the measures to innovate and improve the existing supply system of rural public products, establishing the new supply system of rural public products to meet the all-round, coordinated and sustainable development of agriclture and rural economy, will have profound sense in theory and reality.Using the knowledge of microeconomics, system economics, public finances, etc., and drawing lessons from the available research achievements in China and other countries, this paper made a relatively comprehensive and systematic exposition on innovating the existing supply system of rural public products through investigation and by comprehensively using standard analytical method, demonstration analytical method and comparison analytical method.1.Generalize and define the properties and characteristics of rural public products and the supply system of rural public products, summarize the theory of optimum suppy of rural public products of Samuel son and Lindahl and put forward the suggestion and thinking on the realization of better supply of rural public products from the present situation of supply of rural public products and through the innovation on the supply system of rural public products.2.Make a comparison and analysis of the characteristics of supply systems of rural public products during the people's commune, before the reform of tax policy and after the reform of tax, deeply analyse the significance and feasibility of innovating the supply system of rural public products in Hunan under the background of constructing new rural areas, emphatically analyse the characteristics and defects of the exsisting system of rural public products.3. Taking Hunan as an example, and combining with the results of on-the-spot survery, make an analysis of the present situation of supply and demand of Hunan rural public products and its causes, especially regard the peasants' satisfacation with the demand of rural public products as important index of effectiveness of supply of rural public products, and analyse the facters to affect the satisfacation with the demand of rural public products.4. On the basis of drawing on the experience of supply of rural public products in other countries, put forward some countermeasures and suggestions to innovate the supply system of rural public products in Hunan:①establish scientific and reasonable decision mechanism of supply of rural public products, especially establish the recognition mechanism of the demand of peasants' public products, solve the problems of irrational decision on the supply of rural public products.②innovate the mechanism of investment on rural public products, allieviate the contradiction of supply and demand of rural public products once and for all.③establish many-faceted subjective selection mechanism of supply of rural public products, meet the diversified demand of peasants' public products, elevate the efficiency of rural public products.④establish complete sets of security systems of supply of rural public products, ensure smooth function of the supply system of rural public products.
