With the increasing tension in energy resources and demand of economic growth in the world, the international oil prices have a strong rise in recent years. Driven by macroeconomic, Chinese economy has maintained a sustained rapid growth. The needs of various petrochemical products maintained rapid growth. That the current domestic oil prices and international crude oil prices have convergence lead petrochemical enterprises substantial increase in the cost of raw materials and serious losses. That forced the enterprises to continuously optimize the structure of existing products, the productive efficiency of products and increase economic efficiency. Products will inevitably bring about changes in the structure of the original production and processing enterprises within the device with the intermediate product between the structural contradictions. The large-scale petrochemical enterprises are in production and management using the planned economy era, to the management of foreign advanced management methods of transition, with the advent of economic globalization and international competition intensifies. China's petrochemical industry accumulated over the years on low corporate structure, scattered layout, product structure is irrational, weak research and development capabilities, technology and equipment and production technology is relatively backward, system and management mechanism behind, such issues make production control decision-making lacked of adequate scientific basis. This lead the economic efficiency not be optimized and waste of labor, material and financial resources. Production operations management has tremendous potential in the petrochemical enterprises.Against Jinan Refinery's product of structural contradictions in structural adjustment and optimize the product mix led to a substantial increase gas resources under the circumstances, this paper reasonable analysis and plans to productive resources. Through cost analysis and optimize the productive efficiency of product production program, optimizing resource allocation could get the greatest benefits under the differences of enterprise resource circumstances. Guiding enterprises thought management methods, production and management decision-making can produce enough to reverse the situation of science, to achieve optimal economic efficiency of enterprises and refinement of management, extensive management changes in the waste of resources.Through the basic economic analysis establishes optimized operation and management programs and optimizes the resources of the gas production program, increased revenue and cost of its power consumption to maximize the difference, refinery produce the best efficiency thought liquefied gas in isolated by distillation process in the course of production. According to linear programming and the marginal contribution to the analysis methods, the optimization of production parameters is implemented as the best operating parameters after the technical staff at the scene analysis carefully to get to production optimization.It is concise, accurate and intuitive and easy to adjust or optimize that using of basic economic analysis in the operation of refineries in the management. It can be optimized in time according to product prices and change of production condition. It is a better tool for management. By optimizing the implementation of the program run, a reasonable increase in consumption increases the utilization of isobutylene, the refinery get an increase of the output of products, production efficiency to achieve the greatest. Isobutene utilization over the same period has greatly increased. Increasing chemical propane or light C4 for export achieve the product market segmentation. It will also improve the profit of the gas products and decreases of unsalable products production.
