Discuission On The Division And Implementation Of Main Functional Regions In Xinjiang

Main functional division is an important act brought forward by government in the 11th"Five-Year Plan",is an important premise to carry out scientific development view,change the mode of economic growth and promote harmony between human being and the nature.Main functional division is a pioneering project with major significance.The task is arduous and with a very strong sense of exploration and innovation.The work is very difficult,complex and strong policy-oriented,we must base ourselves on the present and also focus on the long term. It is necessary to consider natural conditions,but we should also take care of humanity and society. It is an overall work involving economic and social development. However, the current theories and methods of main functional division are numerous,the discussions about the theories and methods are very enthusiastic.The need is urgent to establish the corresponding theoretical and methodological system to direct the practice of main functional division.In this paper, according to the framework of main functional division of the state, considering the realities of Xinjiang's ecomomic, social, environment, and overall oriention in the future, using the existing and mature practices and theories wielding home and abroad,the writer try to do some exploration and trial study on main functional division. The theories and methods are according with the state's and the Xinjiang's conditions and valuable to the districts of the same kind. This paper, it takes 15 areas in Xinjiang as the fundamental spatial units and designates the concrete main functional regions by means of the State Spatial Method,and cities, the relative capacity of the various regions of the main functional of relative positioning, and discuiss the four different regional policies.The whole paper which compires four parts, begin with the introduction of issues, mainly contains the environment of the studies and the necessary of the study.The first part is the first chapter of this paper, which mainly introduces the historical background on main functional regions and scope defined.The second part introduces the division methods of the main functional regions, index systems and the state spatial method.The third part firstly analysizes the dominant factors of the division of main functional regions in Xinjiang , and then, quantitatively analysizes the relative regional capacities of 15areas in Xinjiang with the help of the State Spatial Method.Part IV analysize how to coordinate four kinds regions in Xinjiang, to promoate regional coordinated development based on the analysis on division of the main functional regions.
