The transference of rural surplus labor in China has been the hot focus of the people. Now the venture tide of rural-urban migrant, after the peasant workers rush, is the general concern of society. In the flowing direction of rural surplus labor, the academic circles also have different opinions. Someone think, China economics structure has entered a completely adjustment. The rural-urban migrant should continue seek work in city. On opposite, someone think the rural-urban migrant should return and venture. However, majority of scholars and researchers mainly put attention to the rural surplus labor force from the countryside to city. Research on the rural labor force backflow is few. Especially, the system analysis of the rural-urban migrant workers' return and venture is even less. In fact, the rural-urban migrant workers' return and venture was gone with the transference of the rural labor force from the very beginning. The study focuses on the phenomena of the rural-urban migrant workers' return and venture. We attempt to find the factors, which influences the rural-urban migrant workers' willingness to return and venture. And we start with the analysis of these influencing factors. In order to propose appropriate policy opinion that adapts to the rural-urban migrant workers' return and venture.In order to achieve the above goals, the awareness, attitude, judgment towards to return and venture, as well as the determinant of migrant workers' willingness on return and venture are analyzed in this study. Influencing factors are drawn from a theoretical model based on the Harris-Todaro model, and followed by an empirical modal. The data used in this study id from our primary questionnaire survey of migrant workers in Nanjing, in July 2007. According to the specific feature of objects under model observation, the model is estimated by PROBIT for the willingness of return and venture participation.The research results indicate that the rural-urban migrant workers have developed a certain awareness of return and venture behavior, relatively shallow however. Although the willingness of return and venture is strong, but most migrant workers will still choose continues to keep work in urban in short-term. Our research also indicates that, migrant workers' age, marriage, income, evaluation of home investment environment, as well as the expectation of return and venture will play very important roles in influencing the migrant workers' willingness to return and venture. Finally, according to the conclusions above, several suggestions are proposed on how to improve the return and venture of rural-urban migrant workers.
