Since the end of the last century, with the acceleration of urbanization,a large number of Chinese peasants have flooded into cities, forming a group of migrant workers. The transfer of rural labor from rural to urban, agricultural to non-agricultural has not only increased their own income, but also promoted the national economy. It has also made important contributions to China's economic construction and social development. The number of rural surplus labor transfer has increased year by year. The flow pattern of the huge migrant workers group is mainly represented by the cross-regional flow, and the proportion of new-generation migrant workers and family members has gradually increased. The end result of cross-regional transfers is either to stay at the job site or to return home.In the long run, most migrant workers eventually choose to settle in cities and convert to urban populations. In the context of the initial implementation of the rural revitalization strategy, the state encourages more rural labor to return to jointly create agricultural and rural modernization through the construction of new rural areas.Under the background of implementing the rural revitalization strategy in the new era,are migrant workers more willing to stay in the city or return to their hometowns? This is the main line of this study. On the issue of the willingness to return home, after reviewing the literature, there are many studies on the willingness of migrant workers to return to their hometowns. However, most scholars only analyze the personal factors of migrant workers. There are few analyses on the policy factors of benefit farmers under the background of rural revitalization strategy. It is more closely related to the background of specific times to study the problems of migrant workers to solve a series of problems faced by contemporary migrant workers. In this study, the author combines the push-pull theory and the life cycle theory to operate the independent variables that affect the willingness to return home. The independent variables in this study are manipulated into individual basic characteristics, work experience, personal psychological feelings, and rural revitalization. The four dimensions of strategic policy, also combining the theories of sociology and psychology, conduct a questionnaire survey on new and old migrant workers in Shenmu City,Shaanxi Province, and empirically analyze various factors affecting the willingness of new and old migrant workers to return home.Combined with the field research on the city, the following conclusions were drawn:First,Among all the survey samples, those who are willing to return home are more than be willing to stay in the city.Among the migrant workers who are willing to return home, the non-new generation of migrant workers are still the main force of the returning army. The main reason is to make enough money to go home and build new houses to enjoy their old age. Some older generation of migrant workers have worked hard in the city for many years.Building a new house in my hometown, only to be older, the labor level is reduced, and after finding a suitable job in the city,I will return to my hometown to rely on farming and rural pensions and my own savings, which is also in line with the theory of life cycle theory. However, there are also many new generations of migrant workers who have the willingness to return to their hometowns.According to the author's interviews with some of the respondents in this group, although there are many employment opportunities in the city,it is difficult to find decent wages due to the limitations of academic qualifications and qualifications. The high-level work, the younger generation of migrant workers want to return to their hometowns for entrepreneurship, such as contracting land for a wide range of agricultural products and crops sold in a unified sales to suppliers, and some migrant workers have begun to practice.Second,in the four dimensions of individual basic characteristics, work experience, personal psychological experience, and rural revitalization strategy policy, the first three dimensions have variables that have a significant impact on the willingness of new and old migrant workers to return home. There is no significant correlation between the rural revitalization strategy and the willingness of new and old migrant workers to return home.It shows that most of the migrant workers do not understand the rural strategic policies implemented in their hometown. They are busy with their livelihood every day and have no leisure time to understand these. Some even I don't know what the rural revitalization strategy is.However, there are still many policies for benefiting farmers that the peasant workers will come to,but they have not yet had a significant impact on the willingness of migrant workers to return home. The side also means that since the implementation of the rural revitalization strategy policy,The peasant workers personally felt the importance attached by the state to the three rural issues and the care of the peasants' lives, but they did not have a positive effect on encouraging migrant workers to return to their hometowns.Third,in the relevant analysis of the above four dimensions of the willingness of new and old migrant workers to return home, the results show that there is a difference in the willingness to return to the new generation and non-new generation migrant workers. The factors that have a significant impact on the willingness of the new generation of migrant workers to return to their hometowns include the level of education, the location of the spouse, the current residence in the city, the likes of urban life, the low income, the willingness of urban residents, and the degree of approval of rural people to return to the countryside.Rural welfare has the degree of approval of rural people, the degree of approval of rural life, the degree of approval of hometowns more than urban residents, the degree of approval of hometown farming or entrepreneurship, and the willingness of non-new generation migrant workers to return home. The factors that have a significant impact are physical health, planning for housing in the city, problems for children to go to school, the willingness of urban residents, the ability to adapt to urban life, the degree of approval of rural people to go back to the countryside, and the welfare of rural people who want to be rural,The level of endorsement and the happier approval of rural life.No factor in the dimension of rural revitalization strategy has an impact on the willingness of new and old migrant workers to return home.Fourth, many migrant workers in the survey said that in the survey area,if it is a rural hukou, there are many benefits. In brief, many policies in the city have a policy of tilting people in rural hukou, such as housing purchases, medical subsidies, and pensions.Insurance subsidies, natural gas use subsidies, reduced job recruitment conditions, children's egg milk project subsidies, outbound tourism subsidies, rural land contracted farmland and forestry compensation, and other related policies are the city's care policy implemented by Huimin Huimin.Only the migrant workers in this city are reluctant to transfer their urban hukou to get rid of the peasant status. The benefits received by the peasants in this city must exceed the urban residents, which reflects the city government's attention to the three rural areas. Finally, after summarizing the conclusions of this empirical study, the author briefly puts forward his own suggestions and opinions on the new and old migrant workers who are willing to return home and the migrant workers who are willing to stay in the city to alleviate the current unemployment and return of migrant workers.Let the farmers be able to go out with confidence and return to their hometown with peace of mind.
