A Study On Ecological Evaluation Of Land Rearrangement

Faced to the well-known considerable pressure on the land resource, in China, large scale of high quality input has been taken to the land rearrangement from the end of last century.With continuously increasing intensity and scale of this Projeet , the"administrative leading type" rearrangement organization operation pattern which contains government input, implement and management as a body, though has played a great role in the initial stage, gradually exposes drawbacks hard to deal with.And the quality and efficiency of the land rearrangement program has been influence seriously by many Problems, such as unitary financing channel, capital shortage, never go-t-position plan and design, lack of public participation, incomplete system of property right and the benefit assignment degree, etc. As an important approach to achieve the sustainable utilization of land resource, Land rearrangement not only need to regard the amount of the farmland, in order to achieve the homeostasis of farmland, but also need to display the active effect in other aspects, such as improve the quality of farmland, reform the ecological condition and promote the adjustment of the economic formations etc.But in fact, there are many improper tendency in the land rearrangement project in some region, such as think much of the amount, but neglect the quality and the ecological protection, pursue the high-grade design etc.So, we must take the ecological benefit evaluation as an important part of the land rearrangement;accelerate the benign development of land rearrangement by intuitionistic and exact benefit evaluation.But currently there is less research of the benefit evaluation of land rearrangement in our country, and the way of qualitative analysis is adopted by most people.Therefore, it is very important to constitute the consummate evaluating indicator and probe into the way of quantitative analysis for the benefit evaluation of land rearrangement, because it not only can enrich the theory of land rearrangement, but also have important meaning to guide the practice of land rearrangement. Based on the research of the theory of land rearrangement benefit evaluationthe, the land rearrangement project in Dafeng city, was taken as an example in this article, the author chose twenty-third factors which belong to aspects of ecology to establish the index system of Land rearrangement ecological benefit evaluation of project area.And ascertain the relations among the evaluation index as the weight of ecological benefit based on the AHP.And finally got the numerical result of ecological benefit.It can reflect the benefit of the land rearrangement impersonality by contrasting and analyzing the evaluate results, and provide the reference for the land rearrangement practice.
