The urban land is the foundation of urban social and economic development, its height of utilize level will bring different benefit to the economy, society and environment. Yubei District, with large number of people but very limited land resources and has very sharp man-land contradiction, was in the period of accelerating urbanization now. The clipping development and rapid expanding of each constructive land have caused the phenomena of serious waste, unreasonable utilize structure, turbulent function distribution, low level of economical and intensive utilizing as well as the low efficiency of that in the utilization of urban land, Consequently it aggravated the contradiction of man-land in Yubei District. Therefore, launching the evaluation of economical and intensive utilization on urban land, keep heightening the utilizing efficiency of urban land, these will be favorable to the reasonable use and optimized collocation of the urban land resources and prompt the changing of urban land use from extensive model to intensive model, promote the urban land use on the way to the sustainable development.The start of evaluation on the economical and intensive use of urban land in our country was very late, and the evaluating theory was comparatively weak. The connotation and evaluating method of economical and intensive use of urban land has been in exploring all along. At present, the intensive use of urban land on a single common pursuit of high-intensity land use, land pursuit of economic efficiency, the evaluation indicators selected from more focused on land investment intensity and extent of use and productivity, and other economic considerations, and did not fully take into account land use ecological security, social issues and thus not conducive to the sustainable use of land ecosystem.Therefore, it will make quite important theory and practical sense to converting the traditional concept of urban land use, relieving the compression of the limited land resources, increasing the benefit of urban land use and heightening the level of economical and intensive use of urban land, prompting the sustainable use of urban land by making a further exploration on the ways of evaluating the economical and intensive use of urban land, establishing proper evaluating indexes system, finding the suitable rational model, technique and thinking of that evaluation.Based on the theory and research method concerning the evaluation of urban land intensive utilization in the internal and external country, this paper analyzed the actuality and existing problems of urban land use, the urban developing goal and the characteristics of urban land use in our country, proposed a Research on the Evaluation of Urban Land Intensive Utilization Based on Ecological Civilization, and studied it's connotation. This research took ground rent and price theory, urban land location theory, sustainable development theory and ,land decreasing interest theory and ecological civilization theory as the theory foundation of evaluation, selected three factor lays that is economy, society and economy benefit from the angle of the main factors that affecting the level of the intensive use of urban land and Land ecological civilization use, established the suitable indexes system to evaluate the status of the intensive land use and fixed the value of 12 evaluating indexes using AHP method.This paper took the Built-up urban area of Yubei District as the research object, collected and investigated every kinds of correlative basal data concerning the level of the urban land. Made an rational evaluation on the level of the intensive use of urban land by applying composite evaluation model, and had gotten the value of every index as well as the standardized value of the composite indexes of intensive land use, According to the evaluation result, analyzed and concluded the characteristic of the reality of intensive urban land use in Yubei District and the problems, then advanced the practical measures and suggestions on promoting the status of intensive urban land use.
