In the situation of global economic integration, the social environment and the economic situation which the construction enterprises of our country are facing have had tremendous changes. In the increasingly competitive construction market, for an invincible position of a construction enterprise, strengthening the cost management of the enterprises and discussing the measures of reducing the costs become pressing. The shortcomings of traditional cost management methods and thoughts become more and more obvious. It is difficult to meet needs of the cost policies and the management policies of enterprises. Therefore, the concept of the value chain nalysis is introduced in the thesis to establish the value chains of construction enterprises, and to put forward the contents and methods of the cost management of every stage to improve the level of the cost management of construction enterprises, reaching the purpose of reducing the cost of the enterprises.Tourough the study on of vulue chain of construction enterprises,the effective methods were found on cost management, and the level of management was analysised.The thesis introduces the status quo of the cost management development and the existing problems of the construction enterprises of our country, analyzes the business processes and the value chains of construction enterprises, constructs the value chains of construction enterprises, puts forward the full-cost management methods of construction enterprises, and makes a deep study for the application of the full-cost management methods in the construction enterprises and the construction projects.
