As the sustained development of the economic globalization, the international competition among nations is facing the severe tribulation with the intense of the flow of the capital, the technology as well as talents on the basis of the promotion of the technological revolution as well as knowledgeable economy. As a matter of fact, the severe competition among nations, which is on the basis of the comprehensive strength of the economy as well as the science and technology, is up to the severe competition of talents. Anyone who has lots of talents will win eventually. With the persistent and fast development in our economic growth, the demand of talents is hastily increasing. The contest for the person with ability between nations as well as different regions is growing fiercely due to the limited human resource.Over the 20-year development, Tianjin Development Area is growing to be the most vital as well as vigor economic zone through the whole country. The economic development intensifies the appeal for human resource. The human resources construction has gained effective aim in particular forming fitting circumstance of the industry, the system as well as the humanity. However, the lack crisis for human resources is on the agenda to the Development Area due to the drastic competitive condition in and out of the nation.The following thesis makes a brief introduction of the theoretical foundation of the human resources competitiveness at first. Secondly, it made a detailed expatiation on the generation and the development of the region talents competitiveness as well as the literature review of the systemic guideline of the human resources competitiveness. By using SWOT analysis on the comprehensive circumstance of TEDA, it analyzed strenghthen, weakness, opportunity and treaten in region. Then it makes the factor analysis on the initial data through the vast investigation & research on developed zones of Guangzhou, Suzhou, Qingdao, Dalian, etc. and build the regional appraisal index as well as the practical research on the regional comprehensive competitiveness on the AHP. The advices and suggestions on how to update TEDA talents comprehensive competitiveness in TJDA human resources construction were given at the end of this thesis through the practical implementation of the guidelines.
