However,many problems in Jinchang city haven't been solved,which has led the transformation into difficult situations.The problems include the flaw of the government function,confusion of politics and enterprises,and the weakening of the local government service.According to this thesis,as a responsible government,it should adjust the government function,intensify the macro management function,weaken the micro management function,divide the social management function to solve the existing problems,which include system,capital,human resources, employment and environment,etc.And at the same time,the market system is introduced,supported to create a good market environment to form good interaction.
