Study On The Government Function Of Resource Exhausted City Transformation From The Perspective Of Green Development

The Fifth Plenary Session of the Central Committee of the Communist Party of China(CPC)stressed that it is necessary to firmly establish and implement the development concept of innovation,coordination,green,openness and sharing.The five development ideas are not only the summary of the practical experience since the reform and opening up of our party,but also the urgent requirement of building a well-off society in an all-round way.In our country,the resource type city provides a lot of valuable material resources for economic and social development,creating enormous material wealth,but some resources into the city after the depletion period has gradually become a serious social problem.To achieve the 2020 goal of building a moderately prosperous society,we must accelerate the transformation of resource exhausted city including economic transformation,city transformation,industrial transformation,social transformation,the transformation of people's livelihood,is particularly important in the function of the government is.Hezhou Ping GUI management area in November 2011 was approved by the State Council as the third batch of resource exhausted cities nationwide,from the rapid development of the transition into the fast lane in Guangxi.Like other resource exhausted cities,there are a series of problems such as industrial upgrading difficulty,slow economic development,destruction of ecological environment and complex social problems in Hezhou Guangxi Guangxi Guangxi management area.Therefore,how to promote transformation,achieve take-off,solve the problem is the local government and relevant departments must think about the issue.This paper attempts to Guangxi Pinggui Management District of Hezhou city as an example,by referring to typical cases at home and abroad the successful transformation of resources exhausted city,from the perspective of the development of the green development of the concept of the five "the reason analysis and the problems and research status,Pinggui transformation arising from the role of the government of research and study,promote the transformation of government functions,policies to promote the landing force,find out the countermeasures to promote the successful transformation of resources exhausted city.
