| The resource-based city is grown up because of the exploitation of resources, and resources industries play an important role in the local economic structure. The industrial structure of the resource based city is strongly dependent and single, with the characteristics of resources, urban development to a certain stage will cause a phenomenon that the traditional industrial output fells, ecological environment destruction and other issues, leading to a urban recessionary, the city’s sustainable development will face a severe test. There are 118 resource-based cities in China, about 18 percent of cities in the country. In the planned economy period the resource-based city as the focus of national development has been paid very high attention, after decades of development, the changes of the times, the development of national policy changes, the resources are exhausted day by day. If these resource-based cities can not get rid of the dependence on resources, finding a way for the transformation of the city’s development, these cities will trigger a series of economic, social and environmental issues, which seriously affect the stability and harmony of the city.Selecting the theme of researching on local government functions in resource-based urban industrial restructuring, has some practical significance. As the saying goes, "the trouble should end it," It is difficult for most of resources-based cities that simply relying on the market mechanism in this transition, local government plays a crucial role. This paper is based on analysis of resources, resource-based cities and other related concepts, to clarify what is resource-based cities in the industrial transformation, and then put forward the theoretical basis. Next, namely using Liaoning Benxi city as an example, the paper analyzes the industrial transformation of resource-based cities, including:Benxi city industrial structure characteristics and the causes of the analysis, summarized the advantages of Benxi in the industrial transformation process, the Benxi City Industrial Transformation Analysis of the questionnaire survey. Then the article analyzes the role of local government in the industrial transformation of resource-based cities, and analyzes the main problems of local government in the transformation of resource-based cities. Finally, to sum up the above several aspects, in view of Benxi, the local government in the transformation of resource-based cities in the relevant policy recommendations, through local governments play a strong role in promoting the city’s prosperity and development.Case in this article is Benxi City in Liaoning Province, has some groundbreaking. Because, first of all, Benxi City in Liaoning Province is an old industrial base in the core area, it is a typical resource-based city.In recent years, there are lot of research on resource-based cities, but few studies for Industrial Transformation of Benxi City. And Benxi City as a historic resource-based cities, is now in the city’s industrial transformation of the reality facing many difficulties and problems need to be resolved, research Benxi city industrial transformation issues and put forward relevant proposals and measures are extremely necessary.In addition, the paper uses survey research methods, identify problems through questionnaires, research questions, is the basis of the relevant recommendations for objective facts, under the objective and effective investigation concluded with authenticity.I believe that local governments should improve their capacity under the premise, change the traditional management methods and concepts, establish a scientific concept of development, changes in industry policy, optimize the industrial structure, from an economic, social, human resources, technology and other aspects of the city The industrial restructuring, so as to promote the sustained and healthy resource-based cities good development, and to promote stability and harmony of the whole country. |
