A Study On The Government Function In Industrial Transformation And Upgrade Of Chinese Resource-dependent Cities

Upgrading resource-based city industry is the major theoretical issues and practical issues of common concern, with the resource-based urban development crisis, people pay more attention on the research of upgrading resource-based industry transformation. According to "esource-based city economic structure transition" research teams's statistics, China has 118 resource-based cities in total, accounting for about 18% of the number of cities in China, with a total population of 154 million people. In the planned economy period, these resource cities are taken as energy and resource base, and has key exploitation. However, with the resources bringing development opportunities to the city, it would also bring the local environment destruction which is difficult to restore. Over-reliance on existing resources, making the development of the city depletion with the non-renewable resource, and may even be a recession.Therefore in this context, this paper study the issue on resource-based city industry upgrading. Resource-based city industrial transformation and upgrading not only need to conduct in-depth study in theory, but also also need to provide a scientific basis for decision making in practice, thus this paper is based on the subject of theoretical study and practice as the guidance.This paper has research on government function in resource-based urban industrial transformation and upgrading in the theory and practice. Currently research on resource-based city industrial upgrading and transformation focuses on the enterprise level and industry problems and its solutions, and the study from the government level is little. This paper focus research on the government functions, providing a new perspective for the resource based cities economic transformation, to improve the resource-based theory of urban transformation system. First, this will help to further regulate the government functions in resource based cities economic transformation. The research on resource-based urban economic transformation of government functions can help to regulate and define the boundaries of government functions, and thus eliminate the problems of government functions and effective measures. Second, this will help make improvement of government management and service level in practice, and help promote the healthy development of resource-based cities.Urban development presents many new situations and new problems, which calls for government to play a leading role in the premise of the market, through scientific and rational exercise of governmental functions to promote the city's healthy development. By studying the resource-based cities in the industrial transformation of government functions, can improve government management and service level, in order to promote the healthy development of cities.This paper study resource-based cities and government functions,according to public policy theory,public management theory and t public service theory, including local government functions based on the theory.Making analysis of China's resource-based cities economic and industrial development situation and problems, clarifing resource-based cities in China's industrial transformation and upgrading the objective necessity; further make analysis of China's resource-based cities in the path of industrial transformation and upgrading, including market-oriented government oriented, and PCL three mode, and bring the target goal of industrial restructuring and industrial upgrading. As the above guidance, establish power system of resource-based city industry upgrading in China, the dynamic mechanism led by the Government, including government, markets, customers, technology, industry,and these five elements interact to form the mechanism, defined the the important role of government functions in the industrial transformation and upgrading.And make recommendations on resources based city on the restructuring and upgrading policy.The major innovation points of this paper are:1. Proposing "PCL transformation model", that is, local+national+people,these three stakeholders work together to promote the resource-based urban transition. Three stakeholders together to promote new ideas for the transformation of the city,clarifing that the state, local governments, and people should follow the principles and responsibilities, which not only can reduce the burden on the State, but also allows local and people will put more responsibility and follow-up to industrial restructuring, contribute to the success of transformation.2. Proposing power mechanism of China resource-based cities in industrial transformation and upgrading. That is, the power mechanism made up from the government, markets, customers, technology, and industry, these five elements interact to form the power system, and highlights the government's leading role.3. Proposing the government functions operating mechanism of in resource-based industry upgrading. This operating mechanism include power systems, decision-making systems, coordinate systems, monitoring systems and supply systems, their interactions make government functions works well, and analyze the the external environment and internal conditions of government functions.
