Arriving of Knowledge-based Economy and Economic Globalization, talents become more and more fundamental factor influent the development of company. How to attract, raise, keep, use talents, how to motivate high-quality people to create, understand, adapt and challenge will be the most important business for company, which also make human resources management be focused. Meanwhile, the company put more emphases on the knowledge and skill of human resources employees, require them get higher level on recruitment, training, performance payment, organization matrix, revolution, process management and so on.Being the main source of human resources professional training, universities make a great achievement in limited time. Through system Cultivation, human resources student skilled at human resources knowledge with Active minds, as other major students, they also face how to be balance between study and practice. Some of them are good at study; some are good at practice, rarely one is good at both. For this reason, the former without operating capacity can't meet the need of company, and latter without enough course mark missing the opportunity stepping in company. For this purpose, this paper attempt to build up a competency model of HR student in order to solve that problem, finally increase the competition of HR student.This paper discusses the HR student competency in five parts. The first part introduces the background. The second part introduces the definition and development of the competency model on HR employees and students in theoretical study. The third part, analysis materials come from the result of 23 hr students with behavior event interview (BEI) technology, followed by the extraction of 3 categories 10 competency altogether including Interpersonal skills, Learning development, and Success– driven. The fourth part checks out the structure of the student competency model whether meets the earlier theoretical guess, and compare the differences of competency in several personal backgrounds. The fifth part, with the student performance self-report scale, discussed the relationship between the competency model and student performance, found out the main factor influence the performance.
