In recent years, with China's rapid development of economic construction, The chinese government audit is playing an increasingly important role."Audit Storm","Audit List"we can often see them in newspapers. Chinese audit project has entered a new stage of development. National Audit Office implemented Local Audit Institution from 1986, Local Audit Institution are the main force of National Audit Office, they are the special force of Chinese government audit. Local Audit Institution play a tremendous role in the development of Chinese government audit. So we research on the team management of them have great significance to reinforce management, improve audit effects and quality.Based on the review of related literature and practise in recent years, expatiated the development of Chinese government audit and the Local Audit Institution. Expatiated the actuality of Harbin Audit Office, summarized the general organization type of audit project and work flow. Harbin Audit Office has gain tremendous achievements from its constituted 19 years ago. It has made outstanding contributions for the development of Chinese government audit, but it also have some problems about audit team management , baffle the improvement of audit effects and quality. Harbin Audit Office has problems about team management mainly are audit rank construction, team leader, division of collaboration, team communication team motivation, team learing team culture. This paper based on the practice of Harbin Audit Office, analysed the reasons from external entironment and the development of itself.Aimed at the problems of Harbin Audit Office, author of this paper make suggestions according to experience .These proposal are deeply training, enhancing the whole diathesis of audit members; department culture construction; performance management; motivation mechanism construction; audit project team management.I hope the paper can make a contribution to the research of the team management for Harbin Audit Office.
