Study On The Problem And Countermeasure Of Financial Support To Agriculture In Chongqing Municipal

As we know, the "three-agriculture"problem means "agriculture, rural area, and peasant" problem has become the most fundamental factor, which has been impacting and restricting the development of economy and society in China. Agriculture has its special characters. It reveals more externality. It has not only economic benefit, but also social ecological benefit. The development of agriculture needs public service and public facilities, which is belonging to public goods or quasi-public goods. As a special sector with public interests, agriculture has been intervened and supported by governments both in developing countries and developed countries. As a core measure for government's adjusting and protecting agriculture in market economy, fiscal agriculture expenditure levels, invest patterns and invest structures have been paid much attention by society. Market economy is a kind of efficiency economy. Raising fiscal expenditure benefit is an objective requirement for changing government's functions in market economy, and it is also the main aim of both China's and Chongqing's fiscal system reform.This paper focused on an analysis of problems and Countermeasure of fiscal invests to agriculture in China and Chongqing. The aim is analyzing the scope and structure of fiscal agriculture investment expenditure, researching the problems of fiscal agriculture investment expenditure, analyzing and researching the measures and ways how to raise the benefit of fiscal funds expenditure for assisting agriculture, under the theory frame of the new stage of public finance theory. The existing problems on the amount, structure and management of financial support to agriculture of local government is analyzed by comparing the status of the financial support to agriculture in our country and abroad. Then the infrastructure of financial support to agriculture is constructed to smooth the financial use way and raise the financial efficient. The main statements are as follows:(1) To determine the financial support system is available and high efficient or not by judging from the evaluation index, management process and restricting facts of financial support to agriculture.(2) The status of financial support to agriculture in Chongqing municipal is evaluated by qualitative and quantitative analysis, the conclusion is that financial support to agriculture existing small amount, inferior structure and management's problems.(3) The suggestions on solving those problems are as follows: Seizing the opportunity which can strengthen the basis of tax income, guiding the credit, supporting the agric-insurance.(4) Comparing the importance among the projects to determine the priority so that the government can focus the finance on them. The major projects should target at infrastructure construction, science and technology research and extension, and agric-industrialization. The management cost should be decreased, and the policy making and execution should be perfected.(5) The projects should be managed smoothly, establishing evaluation and supervising systems, establishing power and responsibility linked policy-decision mechanism. Setting up a serial of interrelated law and work checking are necessary.
