Research On The Tactics Of Changshou Urban Construction Based On Urban Management

"Urban construction is essentially an economic problem." In the wave of industrialization and urbanization, the contradiction between the increasing expansion of urban requirement and the limited financial resources of the government requires that urban construction must persist in urban management in order to promote the good circle of the money for urban management and advance urban competition. But the theory and practice of urban management has always been the opinions vary. So this paper systematically analyzes the research background and meanings of urban management, describes the research achievements at home and abroad and points out from the description of government economics,government administering theory,economics of new system and public articles theory that the theory basis of urban management must rationally intervene resources disposal. This paper analyzes the problems and causes that face urban management and points out some aspects which should be noticed during the practice of urban management, such as exact orientation and outstanding individual character,the concept of specialized development,individualized superiority and humanization; open market service system,satisfying the need of urban expansion and so on. At last, this paper analyzes the main factors in the urban management of cities like Changshou, such as city planning,land resources,ecological landscape,infrastructure construction and credit, points out the tactics choice of Changshou urban construction based on urban management, looks forward to urban management leaded by the concept of scientific development and form the ides of effective urban construction development.On account of the practical demand city (like Changshou) construction, this paper considers that urban management must make use of the controlling ability of city planning to overcome the concept of narrow profit in the management action at present and fully emphasize the whole profit of urban management,further perfect characterizing the right unity of land supply,further influence the action mode of government and influence the economic trend of a district through land market,pay attention to the city landscape beautification,open urban management market and perfect financial management system. Of course, government can't control everything. According to analysis of SWOT, to manage Changshou should build modern civilized industrial peak,develop unique and famous scenic spot for tourists,build global player serving the east of Chongqing,set up top ecological big city, etc. In a word, we should further hold the developing law of the city, unceasingly bring forth new ideas, enrich the theory of urban management and lead the city into continuous healthy development.
