Public Management In The Yangtze River Delta Urbanization And Urban Form Study

China's urbanization has become a major trend. How to meet the challenge from social transformation and city form transformation is a significant problem to solve.Based on urban morphology theory, this dissertation is particularly to do the academic research for simultaneous evolution of rural urbanization and suburbanization in Yangtze Delta Region. Depending on the research method of literature review, in terms of comparison Chinese urbanization evolution with the general experience of urbanization in western countries, it could be shown that urbanization is driven by government instead of market. In this way, it is obviously to see that it is necessary to do the academic research of urbanization and urban morphology from the academic field of public management. Moreover, this paper also identify the idea for simultaneous evolution of rural urbanization and suburbanization via the identification of concept for urban-country interlaced area & country-side. What's more, it also exposes the behavior & function of government through mapping the driven power of urbanization in Yangtze Delta region.Using phenomena (result) analysis research thoughts and Conzen`s process changing research method, this dissertation chose HuiShan New district which lies in Wuxi City, Jiangsu province as case study. Huishan new town held the faster pace of rural urbanization and suburbanization in recent years. As a significant example of rural urbanization, it is essential to describe the government-driven process and shortcomings of this kind of rural urbanization model and reveal the chaos of this area as well. The purpose of this mapping is to expose the secret worry behind these phenomena. This research sharply showed the fault made by government in order to give birth to the government-society interaction mode which could correct the unreasonable urban planning idea and strategy made by government only. In addition, on the basis of the metaphor city as"magnet"&"container", this research also discusses the reasonable new town morphology in three aspects such as reasonable materializing morphology, reasonable etherealizing morphology and reasonable institutional morphology. Moreover, it puts forward some useful suggestions.
