Housing is the basic human survival demand. Enjoying the suitable housing right belongs to the basic human rights. Therefore, guaranteed each person in societyrealizes "the tenant to have its room", has become basic in national and an international motion.Our country is a socialist state, an important characteristic of socialism is the common development, common prosperity. Establish and perfect the housing guarantee system concern the reform, development and stability of our country in the house, involve the vital interests whether the people could live and work in peace and contentment, concern the smooth promotion of the monetary reform of the house, concern that sets up the process of the new system of the house, of great significance.
