City public traffic has a very close connection with the development of economy and citizen's lives, so it is a very important public welfare undertaking to a nation. As an important infrastructure to public traffic, public traffic stations and fields play a critical role to developing economy and making society get progresses. As the only corporation building and running public stations and fields, CQZC company how to making a reasonable developing strategy facing the high input and low output in an uncertain period and adapt to the needs of chongqing's development.The paper introduced some correlated theories, and explained the conception, character, levels and process of Strategy management, general types of Strategy management, PEST analyze and five competitiveness principles model, EFE matrix, IFE matrix and SWOT matrix. Take CQZC as the sample, it analyzed and apprised the inner environment. Its outer condition contained macro-environment and industry analysis and EFE. Its inner condition contained organization structure, financial conditions, investment conditions, industry development situations, culture building, HR situations and IFE. And then, it built a SWOT matrix based on the result of inner and outer environment analyze, then according to the principle of using outer chances and inner advantages and overcome inner disadvantages and outer threats, it prompted the corporation's strategy aims and choice, and advised a specific implement plan for public station's sustainable development.
