The stock amount of automobiles increases tremendously with the rapid development of Chinese economy, and consequently, the traffic jam in cities becomes more and more serious. At the same time, as a developing country, Chinese government faces a dilemma of whether to keep the development of auto-industry or to limit the increase of automobiles. In this paper, based on the experience of traffic management in other countries and the Public Choice Theory, I recommend that the government, through effective planning, management and legislation, as well as improving road system and road traffic management, reduces its demand for traffic, increases its supply of traffic means to bring benefit to the people.
