Because of the investment disadvantage in a long period,the railway couldn't meet the transport need in last several years.With the quick development of Chinese economy,railway has been be the most disadvantage in the economy system and also blocked the positive development of economy.So the railway ministry brought out the leap-forward development stratagem and in the recent years,the railway has gotten advanced quickly.Especially after the sixth great speed increasing on 18th,April,2007, the railway stepped into quick developing period.Under the instruction of the stratagem, in last years,Jinan Railway Bureau adopted new kind of engine and technique.More and more technique workers are in needed.Otherwise,the stratagem also calls transfer of the sociality function of railway,so that in 2005,Jinan Railway Professional&Technologic College and Jinan Railway High Technologic School were handed over to the local government.The reduced function of training for locomotive driver in the school before now must bear by Jinan Railway Bureau and it is a great challenge.With the background,the text studies the locomotive driver training system of Jinan Railway Bureau.According to the training theory of modern human resource managing system,it carrying out a training system which meets the requirement of locomotive driver in leap-forward development is very important to improve the locomotive driver training quality and even the requirement of whole locomotive driver of Jinan Railway Bureau with quick developing.According to the theory of human resource training,the text adopts demonstration analytical method,diagnoses analytical method and so on to take apart the existing training system of Jinan Railway Bureau and takes out ways to deal with the existing matters,then design a new training system.First,the text general summarizes the training theory of human resource and introduces the meaning and characteristic of the human resource management and the learning theory and adult learning theory and then analyses the training requirement and training way.It also sums up the training effect.It will be the theory basic of the new training system.Then,it analyses the leap-forward development of the railway and the current status and characteristic of Jinan Railway Bureau locomotive driver system.It also analyses the current status and existing matter of the existing training system and it will be the demonstration of the new training system.Last,according to the above,the text tells that to carry out a new training system to meet the requirement of ability people in the leap-forward developing.The innovation of the text is that taking modern human resource management training theory as base,thinking of that after the school handed over to local government,the past training system could not meet the developing requirement and a new system is called.It is helpful to Jinan Railway Bureau to improve the traditional training way and set up a modern system.And it is even helpful to the whole Chinese railway system.
