Study On The System And Comprehensive Evaluation Of Safety Risk Assessment Indexes For The ATM

Air Traffic Management(ATM) system is an important part of the aviation industry. It plays an important role in the development of civil aviation. As the civil aviation industry develops rapidly , the ATM level was steadily increased, and has made significant progress. This thesis is in the background of prosperous development of aviation industry, with the International Civil Aviation Organization requirements of Safety Management System implementation and the relevant requirements of China's "Aviation Safety Management Guide System (Trial)", used the risk management, security science, early-warning theory to study the ATM safety risk management, especially about the index system and comprehensive evaluation, and do a research on the theoretical and practical value.This study started with the research of ATM theory both in domestic and aboard, then made an investigation in a trial unit. According to the frontline staves' and the senior leaders' interviews, the author collected ATC risk factors. On the basis of the Safety Management Theory, the author established safety risk index system from personnel, equipment, environment and management. According to the safety management objectives and operating characteristics of ATM, the author got suggestions from many professors and managers, then identified index system and the range of each indicator. Besides, used AHP method to determine the weight of indicator. Finally, the study used artificial neural network evaluation method and grey comprehensive evaluation method to evaluate the safety level of the system, this would supply the security sector a tool to find potential safety problems, and take safety measures to reduce risks, increase security levels .This is also a positive response for China's ATM to ICAO calls, and an important part of the SMS with Chinese characteristics of innovation.In order to improve safety management level, It should turn the situation from previous management systems to security risk management .This thesis combined air safety management theory and practice of safety in-depth. On one hand, it applied scientific theory to guide ATM production activities, provided effective and workable ideas and programs to solve ATM safety problems. On the other hand, it tested the theoretical significance of the comprehensive evaluation methods on safety management.
