With the development of harmonious society and the implementation of circular economy in China, evaluation of the sustainable development level on industrial parks has become important as the evaluation results could help industrial park managers make smart decisions.This thesis uses the method of extension synthesis assessment to evaluate the sustainable development level of one industrial park. It first establishes the relevant indicators by considering the features of industrial parkas and then develops the sustainable development evaluation model of the industrial parks based on extension element model. In order to test the feasibility of this model, Dalian Economic and Technological Development Zone as a case study approach is employed by using Matlab software. The result of evaluation shows the level of sustainable development in 2006 is a "basic sustainable", in 2007 is a "general Sustainable." According to the results of the evaluation, it is necessary to adjust the industrial structure, improve the output value of hi-tech products, and develop circular economy to achieve sustainable development of the park.This thesis consists of five parts. Firstly, it summarizes the realistic background, research purpose and research contributions. The second part presents the literature review of industrial parks, comprehensive evolution system, methods of industrial park comprehensive evolution, and theory of extension comprehensive evaluation method. The third part analyzes the compound system characteristics of industrial parks, proposes the sustainable development evaluation index system of the industrial parks, and proposes the sustainable development evaluation model of the industrial parks based on extension element model. The fourth part is a case study, and countermeasures are proposed. Finally, it concludes the main points of the thesis:(1) It proposes the sustainable development evaluation index system of the industrial parks based on analyzing the five parts of compound system characteristics and relations of industrial parks.(2) Matter-element theory in the Extenics considers things, characteristics, and the value together. It has more objective description of the changes in the course of things, and thus can be more of with the actual situation (3)It simplifies the calculation amount greatly by using the Matlab software in the process of the index weight calculation for AHP.
