| With the environmental problem becoming more and more serious, people began to realize the importance of low-carbon and explore the path of developing low-carbon economic in worldwide. Now, China is in the middle stage of industrialization. It’s carbon emissions and intensity are ranked in the world. Developing low-carbon economy is the only way to achieve new industrialization, and building low-carbon industrial park is the most means to develop low-carbon economy for cities. Industrial park is the main carrier of industrial development in the cities, and it’s level of low-carbon develop meas the low-carbon development level of cities. Therefore, establishing low-carbon development evaluation system for industrial to evaluate the low-carbon development level of industrial parks has important implication.Firstly, the article studied the literature and theory about low-carbon economy and low-carbon industrial parks of domestic and foreign. The article also described the current status of industrial park low-carbon development in Qingdao city. Secondly, the paper build a low-carbon industrial park development evaluation system by field research and expert interviews, and calculated the weight of each index using Entropy Weight method. The results showed that the most important indicators which impact low-carbon development of industrial park are:industrial development, resource utilization and low-carbon technologies. In Qingdao,16 typical industrial parks as example, we evaluated the low-carbon level of them. The result show:they are poor in low-carbon technologies and good at environmental protection. Industrial parks have different performance in every indicators. So, part of the industrial parks have much room for improvement in low-carbon development. Finally, we put forward suggestions to promote low-carbon development of industrial parks in Qingdao, which include low-carbon upgrade mode selection of industrial and what should be done for government, industrial park and enterprise. |
