Land is the basic guarantee and the basic means of production for peasant. The urbanization construction need large amounts of land, farmers lost part or all of contracted management of land is a normal phenomenon in the process of urbanization, the trend that large number of landless farmers gradually appearing has become the inevitable. But due to the factors of land policy defect, sufficient implementation of land policy, single form of land requisition compensation, ignored by government the long-term sustainable development of landless peasants, the reasons farmers themselves own, cause the lack of social security system of landless peasants. In recent years, which induced group conflict groups, landless peasants social security has become social problem nationwide. It is difficult to promote a number of local government land expropriation, at the same time, the contradiction is increasing between the pressure of government land expropriation and interests.It is contrary to the original intention of the urbanization construction, urban and rural development, constructing a fair social security system, at the same time, to a certain extent, restricts the development of economy, and affects the process of building a harmonious society. Therefore, the social security of landless farmers cannot be ignored in the process of the urbanization construction, and all levels of government need to think and solve an important practical problem. Daming County, Handan city is a typical national poverty county, solving the problem and the lack of experience can reflect the problems in poverty counties, research on social security system of landless peasants has very important reference effect to solve the problem of landless peasants social security for the East Daming County, Handan City.In this paper, the emergence of landless peasants in the process of urbanization in Daming County is research background, the literature research, the combination of theoretical research and practice are the main methods to study the problem of social security of landless peasants.Firstly, on the basis of literature review, the status of farmer social security in Daming County is analyzed. It is pointed out that the unreasonable compensation standards, single compensation way, narrow security coverage and low levels of security, weak concept of landless peasants social security industry, the poor stability of employment of landless peasants are the main problems.Secondly, the reasons for these problems: one is the land expropriation system is not perfect, which the definition of public interest is not clear, the lack of regulatory mechanism and the right to know and participate two is to broaden and innovate the land compensation and resettlement mode;three is to improve the social security content of landless peasants at two aspects of the multi-level, wide coverage, put forward to three subsystems to build the landless peasants social security; four is to continue to promote the " rural accounts for residence " step by step, and co-ordinate the construction of urban and rural integration; five is to guide farmers to become participants and benefit main body.Thirdly, it is revealing to build a social security system of landless peasants in Daming that the analysis of successful experience mode and disadvantages of social security of farmers landless in typical regions.
