To Construct A New Mode Of The Urban Management In Information Era

With the coming of information era, the development of all cities over the world is stepping into a digital track. The traditional model of city management has no longer being effective to deal with the more complicated and more changeable city problems. How to catch the opportunities and face the challenges bringing by the new age, and how to construct a new mode of the urban management, all these practical questions confronted every government of cities on their way of taking series of government reformation. And these questions are also very important subjects that we need to make an academic research on these.At the first part of this paper, we describe the situation that the development of the modern information technology has bringing opportunities and challenges to our urban management. Then we introduce the construction of "Digital Urban Management" detailed, including the construction of its technology, mechanism and philosophy. So we considered that the project of "Digital Urban Management" which has been taking vigorously in our whole country nowadays is an innovational and practical choice to the old urban administration mode. The new mode of city management tries not only to integrate the information technologies and methodologies of other subjects, but also to reform the deep-seated administer system. The new mode including advanced technique and scientific work-process showed a new vision of urban management that is very different from old modes.In our opinion, the application of information technology will be beneficial toinnovate in political system, organization, business process, and will advantage theintegration of different departments with sharing of their information resource. The"Digital Urban Management" mode is taking the advantage of information technology to integrate various resource of the government, therefore, to realize the intent of improving the public administration and enhancing the quality of public service. The theory of good governance quoted here is used to reveal the core value of pursuing information technology, and point out the perspective of the new mode. Also, the new mode advances the process to achieve the goal. They are significant and indispensable for each other.At the last part of this paper, some strategies about how to develop the new management mode in our country are given after a basic analysis of our country's administrative environment by using the theory of administrative ecology. Regional differences in economic growth and societal development significantly exist in our country, so when we apply the new mode, we must adjust measures to local conditions and follow in proper sequence.
