Study On The Digital Urban Management Mode

Urbanization in China is developing rapidly. The competition among cities becomes more and more furious; people's request for better living environment is increasing day by day. As a kind of government's function and an available tool of building urban environment and competence, urban management's significance is recognized. China's traditional urban management mode has procured much improvement in its evolution, but there are also more and more problems. In the mean time, information technology and digital city construction has gotten great achievements in recent years. In this background, as a creation in the field of urban management, the Digital Urban Management Mode (DUMM) emerges as the times require. The research on DUMM is propitious to accelerate its development, enrich the theory of urban management and provide guide for the practice.At first, the thesis concludes the status of the research on the DUMM, discusses the basic definition and related theories. Then the thesis analysis and redefines the DUMM, and explains its characters. The thesis collects and coordinates many documents; introduces the basic component and key technologies of the DUMM, gives an integrated description on the DUMM. The thesis studies the evolution of China's traditional urban management, then analysis the DUMM's inducements, achievements, intuitionistic effects and direction in future. For the more integrated cognition on the performance of the DUMM, the thesis combines the principles of The Balanced Scorecard and characters of urban management to design an appraising system for the performance of urban management, and then uses the methods of comprehensive evaluation and takes the East District in Beijing as the research object to evaluate the performance of the DUMM. This work is pioneer interiorly. On this base, the thesis analysis the inducements of the DUMM's performance and classifies them to"competence factors"and"will factors". At last, the thesis discusses several problems in the development of the DUMM, and then presents a series of countermeasures and suggestions through two aspects. The first aspect is how to perfect and improve on the DUMM; the second aspect is how to construct better environment for the development of the DUMM.
