The defects of traditional land-use planning management system such as lack of validation control can't satisfy the demands of modern land-use planning management.Based on the workflow modeling of land-use planning management,a workflow model applicable to GIS and its related technologies and methods are studied.Firstly, the defects of traditional land-use planning management system are analyzed, such as complexity, obscure business process performance, lack of project management and organizational capabilities, poor reusability and expandability. Therefore, according to the advantages of workflow,a solution integrating workflow and GIS is put forward.Secondly, component technology, component GIS technology, workflow technology and version management of spatial data are discussed briefly. Then database design and functional modules design of the solution are analyzed in detail, and business process oriented land-use planning management system is implemented.Based on the studies above, the development and implement of some key technologies, such as workflow modeling technology,ArcSDE version management, data format conversion and land area statistics are analyzed. The application of workflow technology implements the flexible customization of business process. The introduction of ArcSDE version solves the traditional problems with low efficiency in concurrency access control and allows multiple users to edit the same land-use planning data in an ArcSDE geodatabase without applying locks or duplicating data. The function of data format conversion achieves the diversity of data input and output, and improves the capability of system's data management. The function of land area statistics provides real-time statistics in business of land-use planning and supports the establishment of land-use planning.
