A Research On Preparation Of Land Use Planning For The Islands Region

With the rapid development of marine economy, the trend of human activities gathering together along the coastal area has become increasingly obvious, thus having higher requirements for land use and planning. Islands area is a special regional unit in the coastal area. Compared with the land use in inland areas, the islands area faces with some special problems, such as sensitivity of land eco-environment, low-level exploitation and utilization, and low potential productivity. This paper attempts to explore the land use planning ideas and methods that are suitable for the economic, social and eco-environmental development needs of islands area, and provide a scientific basis for the reasonable land use demand that protects islands ecological safety and ensures the development of marine economy.On the basis of a review of the land-use planning at home and abroad and a comprehensive analysis of related basic theories, the paper carries out an in-depth analysis of the factors affecting the land-use in islands region and the existing problems. Then new ideas and new targets concerning the land resources development and utilization and planning in islands areas are put forward, mainly including the idea of protecting cultivated land to ensure islands vegetable safety, the concept of structural optimization to protect ecological safety on islands, the planning goals to be in line with the "harbor, view, and fishery" industrial land-use, and the tidal flat development goal that takes into account both the land-use demand and ecological sustainability.Then the paper carries out an empirical analysis, taking the only island city in the country-Shengsi county- as an example. After a comprehensive analysis evaluating its natural, social, economic, ecological safety, and land-use status quo, the paper centers around the strategic requirement of "ecological optimization, reasonable reclamation, intensive utilization, and urban-rural integration", constructs the land-use planning mode of Shengsi County with its island characteristics from the supply and demand situation of land resources, and puts forward corresponding safeguard measures.
