A Study On The Ecological Economy Development In The County Region

County district is the most extensive administrative unit in China. According to official statistics, there are 2053 counties, whose area account for over 90% that of national land area and have over 80% population in China. Therefore, to vitalize county economy is the key of rejuvenating Chinese integrating power. How to construct ecological civilization and sustainable developing economy has become the national economic development strategy. There is no time to delay for China to develop county ecological economy.This thesis defines county economy and explains its weights and functions in national economy from the angle of relationship among human and nature, human and human, human, nature and ecological economy and differentiates and analyzes the three body concepts that are recycling economy, sustainable development economy and ecological economy.Through comparing the relevant concepts, this research defines the intension of county district ecological economic development and outlines the principles of county district ecological economic development, furthermore, puts forward some new concepts concerning with county district ecological economic development, which are new systematic concept, new economic concept, new values concept, new productive concept and new consuming concept.The thesis generalizes the relevant theories of county district ecological economic development and divides them into three categories: the frontier theory, supportive theory and directive theory.Aiming at contradictory concepts efficiency and equity, the thesis argues that the relationship between efficiency and equity could be optimized the process of county district ecological economic development.Ecosystem has its own concept, characters, structure and function, so does the county district ecological economic system, which syncretizes the function and character of ecosystem and economic system. County district ecological economic development is a special structure unit and complex system which composes of material recycling, energy transforming, value adding and information transmitting.The thesis holds that ecosystematical equilibrium is the stable state of county district ecological economic development system and needs to deal with balance problems.The management of county district ecological economic development is a dynamic, evolutionary, and recycling process during which government plays the key role. There are some alternatives for government to integrate, which are administrative means, lawful means, economic means, educational means and scientific and technological means. And management objects are individuals, enterprises and government in order to put into effect agricultural economy, city economy and enterprise economy.In conclusion, this research brings forward a set of scientific, reasonable, practical and systematic appraisal principles and a framed model of index system. And Dengzhou City is taken as examples for empirical analysis.
