It is a necessity to establish an appropriate performance management system for a specific local company during the reformative course of human resource management from traditional to modern.However,it is not a piece of cake to implement effective HR management,but one of the most stubborn issues.A local survey in Mainland China shows that 65%of 100 surveyed big-and-medium companies are not satisfied with their performance management system,and 45%of them are somewhat unsatisfied.Effective performance management system for local companies is still an unsolved problem though it has been explored for so many years.Following the acceleration of economical globalization and high tech renewal,competition among enterprises is evolving gradually to a new pattern competition of management,a more scientific pattern.Purchasing,acting as one of the important links in modern management and one of the core elements on supply-value chain,is attached more and more importance to by enterprises and entrepreneurs.Purchasing,as the very beginning of logistic activities,covers every steps from suppliers to demanders regarding products,technique,information and service.Purchase cost control is the core of cost control of a company.Further more,it is a direct influence to pricing of end products and profit of the company.Favorable purchasing at first hand gains profit for the company and enhances value for the company,helping it to take advantage in winning its competitors in the marketplace.The former papers focus more on researches on designing the whole achievement management system for the companies,and not emphasized on exploring achievement management of specific job positions.However, achievement management of specific job positions is necessary for effective management, since various job positions demand various index for evaluation.Appropriate index for every job positions of buyers,whose responsibilities spread widely and differ a lot from each other, is designed relying on detailed job content with clear responsibilities for every specific positions.This article takes a private manufacturer,company D,as the research background.Second hand data and data widely collected via interviews and questionnaire are used for reference of designing pre-test and officially employed questionnaire.Research samples are from purchasing departments and some other purchasing-related departments.Explorative Factor Analysis,cooperating with AHP(The Analygtic Hierarachy Process),is used as the analyzed method to calculate weight of each factor and further to figure out factors and weight of KPI index of buyer performance appraisal,that are,prompt arrival of shipment rate - 0.3128,purchase qualified rate - 0.2818,purchase amount-0.0586,reduction amount-0.1388,process time(working efficiency) -0.1324,and stock amount-0.0756. AHP(The Analygtic Hierarachy Process) is used in most of the researches on performance appraisal.In this research,both factor analysis and AHP are used to calculate weight of the index,reducing subjectivity of AHP and avoiding inability of factor analysis to figure out weight of the factors.Therefore,it is a more scientific and comprehensive managing approach to employ performance appraisal system to evaluate buyers' performance.
