In the 16th National congress of Communist Party of China(NCCPC), a harmonious society is put forward as a content of a well-off society." We will concentrate and build a well-off society in an all-round way favoring billions of people in the first two decades of this century, a society with a more developed economy, more healthy democracy, more advanced scientific education, more flourish culture, more harmonious society, more substantial living condition." "We will strive to form a phase in which people do what they can do, obtain what they deserve, get along with each other harmoniously." In The Third Plenary Session of the 16th Central Committee of the CPC, we put forward the scientific outlook on development, stress people-oriented point, assort with sustainable development in all-round way, demand to realize five overall developments. While, among them, realizing harmony in each aspect of the society is the key. In the fourth session of the 16th central committee ,The Decision to Enhance the Party's Administrative capacity indicates that we should adapt to the deep change of our society, place the building of harmonious society in an important position, pay attention to inspire social energy, promote social fairness and justice, enhance the legal consciousness and honest sense, stick up for the stability and comity. In the 17the NCCPC, building harmonious society is long-term history mission in Chinese Characteristics, in history process and social result settling social contradictions on the basis of development.The strategy of developing the west region is an important element in building socialist harmonious society. Although the west region has achieved prominent results, the strategy did not diminish the distance between east and west. The reason is the local environment of the west region, especially the shortcomings of soft environment. To implement the strategy further is an important practice to fix scientific outlook on development. It is also a great step to build harmonious society. The 17th NCCPC asked us to continue the general strategy of region development, to push on develop-the-west strategy, to revive north-east old industrial base, to promote the risen of middle region, to support the east region to develop previously. The article stresses the study of scientific connotation, era background, and then considers how to encourage the two to assort with each other, promote mutually in order to implement the develop-the-west strategy better and swifter.
