Study On The Government Behavior Under The Construction Of Rural Social Pension Insurance System

The peasantry is the largest social class and interest group in china. Establishing and improving rural social pension insurance system is an important part of establishing and perfecting the rural social security system, and is the only way to meet the ageing of the population, and it is the effective carrier for older farmers to protect the interests of their own, and it also necessarily ensure the full realization of a well-off society. Therefore, the study of government behaviors, which is the main reason that leads to a long time stagnation of the rural social pension insurance system, is of great significance.This thesis mainly concludes as follows by studying the government behaviors under construction of the rural social pension insurance system:(1)We can get inspirations as follows by analyzing the typical rural social pension insurance system in practice of the foreign countries: The government should design their corresponding system according to the country's reality; The financial support from the government is particularly critical; Management and supervision enforced by the government gets increasingly obvious; The government usually puts the building of the rural social pension insurance system into agricultural field and the government plays an important role in promoting the legislation.(2) The government under the construction of the rural social pension insurance system should play the roles as follows: system designer,the main provider of funds,organizer and exactor,supervisor and manager and promoting legislation.(3) Based on the empirical analysis of Shandong Province, it shows that although traditional rural social pension insurance has played the role to certain degree in solving the rural old-age problem, there are also many problems, and on the whole it's unsuccessful. There are many causes, such as the system design was not reasonable enough in the rural social pension insurance system; organization and implementation were not effective; legislative and regulatory mechanism was lagged with further improvement and so on. The basic cause is that the government can't play its role fully. New rural social pension insurance system has been explored in some areas, although the exploration just begins, the leading role is increasingly obvious, the effect is highlighting, the practice result is better, and it should be developed. Of course, because of the short hours and other factors, there are some problems in the system of the new rural social pension insurance, such as the system design is not very reasonable; the financial support is not sufficient; the investment management policy is imperfect and so on.(4) Taking 600 farmers from 100 villages in Shandong Province for a questionnaire survey according to economic development, which proves that the government behaviors play an important role in promoting the peasants who participate the rural social insurance through the binary logistic regression analysis model from the quantitative angle. The problem whether there are subsidies from the government and reasonable design is the key factor in farmer's participation.(5) The major causes that led to defects of the government behaviors under the construction of the rural social pension insurance system are the shortcomings of thinking and understanding; the demand expression skills of farmers organizations is in low level; the division of financial rights and governance between central and local authorities is not rational, the drawbacks of the government performance evaluation mechanism and the limited ration in decision-making of the government.(6) To accelerate the development of the rural social pension insurance system, the government should adhere to the principle of government-led, participated by voluntary farmers, the principle of perfecting and innovating the system, the principle of protecting the basic living conditions in line with the economic development in rural areas and the principle of progressing in a gradual and orderly way. Generally speaking, we should change the traditional rural social pension insurance into the new rural social pension insurance as soon as possible. So, the government should adopt the measures as follows: transfer the government roles; enforce the government promotion in rural social pension insurance; construct a wide range of scientific funding mechanisms; increase the government financial support; promote the farmer's organization degree; establish an effective mechanism of demand; improve the funding management and supervision mechanism; strengthen the construction of the rural social pension insurance manager team and accelerate the building of the legislation in order to ensure the healthy development of the rural social pension insurance.
