Over the past few years,China’s aging population has accelerated.Since the 1990s,the elderly population aged 65 years and over has increased from 62.99 million in 1990 to 88.11 million in 2000.The proportion of the total population has increased from 5.57%to 6.96%.At present,China’s population has entered the old-age type.Gender differences in mortality make the female elderly the majority of the elderly population.It is expected that by 2040,the proportion of the elderly population aged 65 and over will exceed 20%of the total population.At the same time,the aging trend of the elderly population is becoming more and more obvious:the elderly aged 80 years and over are increasing at the rate of 5%per year,and will increase to more than 740 million by 2040.Especially in the case of serious imbalance in the level of urban and rural economic development,the phenomenon of rural population aging is more serious.Because of the huge difference between urban and rural areas in economic development,urbanization and industrialization are also developing constantly,more and more young people in rural areas choose to work in cities.The rural areas of our country have long relied on the traditional family pension,in this form,the traditional family pension model is bound to be impacted,we must build a new rural social pension security system to share the risk of rural residents.Therefore,in 2009,the State Council promulgated the Guiding Opinions on the Pilot Project of New Rural Social Endowment Insurance,and began to implement a new rural social endowment insurance system which combines individual contributions,collective subsidies,government subsidies and social overall planning with individual accounts.The new system is gradually expanding pilot projects throughout the country,and plans to basically achieve full coverage of the rural population of the right age by 2020.In 2014,in accordance with the spirit of the Eighteenth National Congress of the CPC and the requirements of the Third Plenary Session of the Eighteenth Central Committee on the integration of the basic old-age insurance system for urban and rural residents,and in accordance with the relevant provisions of the Social Insurance Law of the People’s Republic of China,and on the basis of summing up the pilot experience of the new rural social old-age insurance and urban social old-age insurance for urban residents,the State Council decided to merge the two systems To establish a unified basic old-age insurance system for urban and rural residents nationwide.Under the dual influence of population aging and urbanization,peasants’participation in insurance has important reference value for promoting the popularization of old-age insurance for urban and rural residents.In the process of implementing the new policy,we find that there are some problems,such as the low participation rate of farmers and the single level of participation,which will hinder the universal coverage of the old-age insurance policy for urban and rural residents,and also reduce the effect of the implementation of the policy.Therefore,this paper chooses peasants’participation behavior as the research object,hoping to put forward constructive suggestions for the implementation of urban housing security policy through the research.In the specific empirical research process,based on the trust theory and anticipated behavior theory,this paper conducts a field survey on the old-age insurance of urban and rural residents in Yuexi County,Anhui Province,using descriptive statistical analysis,cross-contingency table analysis,binomial logistic regression and linear regression analysis,demonstrates the main factors affecting peasants’ participation in insurance,and analyses the reasons and proposes improvement and construction.Discussion.Empirical results show that monthly income,occupation,cultivated land,number of children,education level,pension expectations and social trust have an impact on farmers’insurance participation behavior.Income is positively correlated with the participation behavior.The higher the income,the more farmers will participate in the social endowment insurance for urban and rural residents.The higher the grade of purchase,the higher the education level and the participation behavior of farmers.The higher the education level,the higher the grade of social endowment insurance for urban and rural residents.The number of children is negatively correlated with the social endowment insurance participation behavior of urban and rural residents.The more children the people have,the lower the level of participation or the choice not to buy the social endowment insurance of urban and rural residents.Economic income status and the concept of "raising children and preventing old age"obviously have a greater impact on farmers.Social trust has a positive impact on whether to buy social endowment insurance for urban and rural residents.The higher the degree of social trust,the more farmers will buy social endowment insurance for urban and rural residents.Old-age expectation has a negative impact on whether to participate in social endowment insurance for urban and rural residents.The lower the pension expectation,the more farmers will buy social endowment insurance for urban and rural residents.Choose to buy social endowment insurance for urban and rural residents.According to the results of empirical research,promoting rural economic development,increasing government insurance subsidies and enhancing social trust level are effective measures to promote the rate of insurance participation.In the long run,it is necessary to strengthen rural education construction and enhance farmers’education level,so as to enhance insurance awareness and acceptance of new things.The innovation of this paper is that it leads to the perspective of social trust and takes social trust and pension expectation as the main influencing factors,and combines empirical analysis and normative research to grasp more accurately the factors affecting farmers’participation in the new rural social endowment insurance.This paper is divided into five parts,as follows;The first chapter is the introduction.This part mainly explains the background and significance of the research;the second chapter is mainly related literature review and theoretical hypothesis;the third chapter is the design of research content and questionnaire;the fourth chapter is to use SPSS to carry out correlation analysis and logistic regression model analysis to analyze the significant factors affecting farmers’participation in insurance.The fifth chapter is mainly based on the results of data analysis and found that the impact of farmers’participation in the insurance,combined with the current situation of urban and rural residents’ social endowment insurance in China,analysis of the existing problems of urban and rural residents’social endowment insurance,as well as the possible causes of influencing factors,put forward suggestions and measures to improve farmers’ enthusiasm to participate in the new rural social endowment insurance,and put forward the prospects and shortcomings of The conclusion mainly summarizes the full text and the prospects for the development of new rural social endowment insurance.
