With the government adjusting the oil refinery enterprise'industrial concentration ratio,the middle and small-scale oil refinery enterprise will face the opportunities and challenges ofsurviving or being merged or reorganized. So, the middle and small-scale oil refineryenterprise must perfect continuously the internal management mechanism in order toincreasing the enterprise'core competitiveness, which will lay on the good foundation for theenterprise surviving.It is the most important for the human resource as the first resource in the company. Andthe compensation management is not neglected as the core content of the human resource.The reasonable salary system may help enterprise attract,reserve and inspire the employees. Itcan promote most of employees'working initiative and raise the rate of the enterprise's wholeoperation. Or, it will lead to some serious problems such as the staffs'moral and efficiencydeclining, the internal contradictions being intensified, and the number of talent leaving beingrising. So researching the problem of the middle and small-scale oil refinery enterprisepayment management and optimizing remuneration system are of far-reaching practicalsignificance.This paper that is based on the middle and small-scale oil refinery enterprise's owncharacteristics and their status, uses many methods, such as questionnaire survey, individualinterviews, access to research literature, compare analysis method and system analysis method.Starting with the basic theory of remuneration and theory of designing remuneration systemand based on investigating and comparing the present situations of some of internal middleand small-scale oil refinery enterprises'payment management, this paper analyses theproblems existed in the middle and small-scale oil refinery enterprise's remuneration system, and meanwhile excavates the profound reason behind the shallow problem of existingremuneration. Then, according to the theory of designing remuneration, this paper chooses theremuneration system of the middle and small-scale oil refinery enterprise and puts forwardtactics of perfecting the remuneration system. It provides the effective method and guidancefor the middle and small-scale oil refinery enterprise designing appropriate remunerationsystem. At last, this paper gives a simple summary of the achievement and problems in thecourse of this work.
